On the afternoon of May 9th, the ProvincialMinistry of Science and Technology and the Sichuan Provincial People's Government held the 2019 Provincial Ministerial Work Conference and the Signing Ceremony ofthe New Consultation System in Chengdu. Mr. Peng Qinghua, Secretary of the Provincial Party Committee, presided over the meeting. Mr. Wang Zhigang,Secretary and Minister of the Party Group of the Ministry of Science and Technology, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province,delivered speeches. Mr. Deng Xiaogang, Vice Secretary of Sichuan Provincial Committee of the CPC,attended the meeting.

　　In his speech, Mr. Peng Qinghua expressed his gratitude to the provincial party committee and the provincial government for their long-term guidance and support to the Ministry of Science and Technology. He pointed out that the convening of the Ministry of Work Conference marked closer, deeper and broader cooperation between the two sides, which enabled us to deepen the implementation of innovation-driven development strategies and accelerate the establishment of national innovation-driven development. We must study and implement Xi Jinping's new era of socialism with Chinese characteristics and his important guiding spirits for thework of Sichuan. Take this meeting as an opportunity, we will follow the path of innovation-driven development, carry out innovation and creation in a determined manner, and upgrade technological and innovative ability to strive to promote the high quality development of Sichuan.

　　Mr. Wang Zhiganghighly recognized Sichuan's scientific and technological innovation work. He said that the Sichuan Provincial Party Committee and the provincial government regard science and technology innovation as the core strategy to support the entire economic and social development, and that fruitful results have been achieved in science and technology innovation, in the promotion of economic and social development, people's livelihood improvement and ecological environment construction and in science and technology innovation. Sichuan is a major province in terms of science and technology innovation. It is necessary to build Sichuan into an innovative province to support the construction of an innovative country; to promote the integration of science and technology; to plan the layout of science and technology development in accordance with the new development concept; to strengthen the application of basic research and technology innovation and platform construction; to create a better research environment, provide researchers with better environment, better conditions, and better international exchanges. The ProvincialMinisterial Work Conference aims toimplement the General Secretary’s philosophy on innovation-driven development and his important instructions on the work of Sichuan. The projects must be implemented in a serious and responsible manner to deliver truly productive results, realize central intentions and promote comprehensive innovation in the development of Sichuan.

　　In his speech, Mr. Yin Li pointed out that the Sichuan Provincial Party Committee and the provincial government adhered to Xi Jinping Thought for a new era of socialism with Chinese characteristics, and made scientific and technological innovation an important starting point for promoting high-quality development. We have implemented the central government's decisions, deployments, and the innovation-driven development strategy, andenhancedthe support of scientific and technological innovation for economic and social development. We will take this meeting and a new round of work consultation system as an opportunity to promote the construction of an innovative province, further highlight the “three key points” of innovative enterprises, innovative talents and innovation platforms, enhance"three Capabilities"of basic research, technological research, and transformation of achievements, and open up"three channels"of military-civilianintegration, technology and economic integration, technology and finance combination, and strive to provide more powerful scientific and technological support for high-quality development. We will further improve the working mechanism, strengthen service guarantees, promote the implementation of agreed items, and strive to produce more results as soon as possible. It is hoped that the Provincial Ministry of Science and Technology will continue to give strong support to Sichuan in the construction of major innovation platforms and the construction of state-level high-tech zones.

　　At the meeting, Mr. Yang Xingping, Vice Governor of People’s Government of Sichuan Province, outlined the progress of the previous provincial meetings andintroduced the business matters of this meeting. Mr. Xu Nanping, Vice Minister of Science and Technology, introduced the relevant opinions of the Ministry of Science and Technology. Subsequently, Mr. Wang Zhigang and Mr. Yin Li respectively signed the Protocol on the Work System of the Ministry of Science and Technology and the Sichuan Provincial People's Government on behalf of the Ministry of Finance (2019-2023). The two sides decided to establish a new round of consultation system and set up a “Ministry of Provincial Cooperation Committee” to improve the ability of scientific and technological innovation, the construction of a synergistic innovation platform for military-civilian science and technology, the transformation of scientific and technological achievements, the construction of innovative cities, the promotion of “mass entrepreneurship and innovation” and the promotion of poverty alleviation through science and technology. We will strengthen consultations with the people in science and technology and promote the innovation-driven development and comprehensive innovation reform in Sichuan to accelerate the construction of an innovative province.
