| Sichuan Held Teleconference to Guarantee Services forMigrant Workers |

On April 1st, Sichuan held aTeleconference for Service Guarantee of Migrant Workers in Chengdu. During the teleconference,officials studied in depth General Secretary Xi Jinping's important instructions on the work of migrant workers, carried out the spirit of the relevantmeetings of the State Council, and conveyed the directions put forwardby Mr. Peng Qinghua,Secretary of the Provincial Party Committee, on providing more service guarantee for migrant workers. Cadrestook stock of previous achievements,exchanged experiences, and arranged this year's work. Mr. Deng Xiaogang, Deputy Secretary of the Provincial Party Committee, attended the teleconference and delivered a speech.
Mr. Deng Xiaogang emphasized that migrant workers are the fresh constituents and an important part of the contemporary working class. Since last year, all relevant departments throughout the province have carried out the requirements of the Party Central Committee, the State Council, the Provincial Party Committee, and the Provincial Government, and took the initiative to provide effective and viable services for migrant workers. All of them have made important contributions to the overall situation of the province. We mustmaintain political integrity, think in terms of the big picture, follow the leadership core, and keep in alignment with the central Party leadership; We must have full confidence in the path, theory, system, and culture of socialism with Chinese characteristics; We must uphold the authority of the Central Committee and faithfully follow the Party’s theories, lines, principles, and policies.We need to gain a fresh and keen understanding of the importance of migrant workers from a strategic and holistic perspective.We should do a good job in every piece of work to normalizeand institutionalize mechanism to provide migrant workers with more targeted services, and offer more human resources for the prosperity of Sichuan.
In-depthanalysis of the situation is needed to grasp the new opportunities and challenges for the work of migrant workers. We should never break the bottom line, become more alerted to risks, resolve hidden dangers in an effective and timely way, and further improve the quality and level ofservices provided for migrant workers. We must attach paramount importance to employment, and make good use of mechanisms and policies such as poverty alleviation bases by employment, provision of public welfare post, and the western and eastern poverty alleviation cooperation by engaging labors, and devote more efforts to stabilize and expand the scale of employment and entrepreneurship of migrant workers. We should carry out vocational training for migrant workers on a large scale, formulate new training methods, advocate craftsmanship in the new era, and further enhance the employment and entrepreneurship of migrant workers. We must implement the 16 Measures for Better Services of Migrant Workers and the 22 Measures to Promotethe Return and Inflow to Rural Areas. We should crack down on wage arrears of migrant workers, safeguard their legitimate rights and interests of, and provide them with basic public welfare. We will intensify efforts to cultivate and select great leaders at village-levels from among the excellent migrant workers, promote the social integration of migrant workers, build information service system for migrant workers, and provide more high-quality and efficient services for them.
Party committees and governments at all levels should strengthen leadership and foster a better atmosphere in which the whole society cares for migrant workers and support service guarantee for migrant workers, that is how we can continue to enhance the sense of well-being of migrant workers.
