On April 24th, Sichuan Conference of TaxCut and Fee Reduction for the High-quality Development of Industries was held in Deyang City. Mr. Yin Li, ViceSecretary of the Provincial Party Committee and Governor of People’s Government of Sichuan Province, attended the meeting and delivered a speech. He stressed the necessity to implement the central government's requirements for tax cut and fee reduction, and adopt more proactive and targeted operational measures to further reduce the burden on enterprises, stimulate market vitality and promote industrial high-quality development of Sichuan Province.

　　Mr. Yin Li pointed out that the central government expanded the scope of tax cut and fee reduction this year, exercising significant tax reductionsonmanufacturers, moderate reductions onconstructers, and transportation industry, and minor reductions on other industries. All relevant departments across the province should persist in doing good deeds, fulfill their responsibilities, exercise coordination and promotion, and provide accessible policies and measures for enterprises, facilitate the implementation process of policies, unblock the feedback and communication channels, ensure tax cut and fee reduction policy is generally known and widely used by taxpayers and contributors, and deliver effective work in a timely manner and tangible benefits for the market players. At the same time, it is necessary to build a financial base, adjust the expenditure structure, and guard against financial risks.

　　Mr. Yin Li emphasized that all relevant departments in the province should thoroughly understand the use of tax cut and fee reduction policies to promote the construction of “5+1” modern industrial system and high-quality industrial development. First, we must accelerate the promotion of pillar industry clusters, focus on electronic information, equipment manufacturing, food and beverage, advanced materials, energy and chemical industry and digital economy to cultivate a batch of 10 billion enterprises, 100 billion industries, and trillions of clusters. Second, we must pay close attention to the promotion and construction of industrial projects, implement the guidance catalogue for optimizing regional industrial layout, accurately match the advanced productivity at home and abroad, strive for more weighted projects and regional headquarters to settle in Sichuan, accelerate the construction of major industrial projects, strive to build up and put into production as soon as possible. Third, we must enhance the ability of innovation-driven development, highlight the status of corporate innovation, use innovative strategic resources, promote breakthroughs in collaborative innovation of industry, academia and research, and do a good job in building the top ten industrial bases for military and civilian integration. Fourth, we must cultivate and expand the market mains, create a group of leading enterprises, and gradually cultivate small and medium-sized enterprises to support and promote the healthy development of private enterprises, and guide enterprises to actively explore domestic and overseas markets.

　　Mr. Yin Li demanded that departments at all levels of the province should strengthen organization and leadership over the development of the real economy, exercise more firm and effective measures with more scientific and pragmatic conduct, create a good environment for industrial high-quality development, and provide strong elements to support such development. It is necessary to stay alerted to safety issues at all times to prevent all kinds of serious and large-scale accidents, and carefully prepare for the prevention of various natural disasters and secondary accidents.
