| Sichuan Delegation DeliberatestheReport on the Work of the Governmentin Separate Groups |

On March 6th, the Sichuan delegation of the Second Session of the 13th National People's Congress deliberated the Report on the Work of the Government in the stationed place in separate groups. Mr. Cao Jianming, Vice Chairman of the Standing Committee of the National People's Congress, Mr. Wang Dongming, Vice Chairman of the Standing Committee of the National People's Congress and Chairman of the All-China Federation of Trade Unions, attended the group deliberation and delivered speeches. Mr. Peng Qinghua, Secretary of the Sichuan Provincial Party Committee, Director of the Standing Committee of the Sichuan Provincial People's Congress, and Head of the Sichuan delegation, Mr. Yin Li, Vice Secretary of SichuanProvincial Party Committee, Governor of People’s Government of Sichuan Province, and Deputy Head of the SichuanDelegation, attended the group deliberation.
Relevant comrades of the Central Office of the CPC Central Committee, the General Office of the State Council, the National Development and Reform Commission, the Ministry of Finance, and the drafting group of the Report on the Work of the Government listened to the opinions in each deliberation group.
In his speech, Mr. Cao Jianming said that the Report on the Work of the Government prepared by Premier Li Keqiang and carried the Xi Jinping Thought for a new era of socialism with Chinese characteristics throughout the document which embodies the general tone of maintaining stability while seeking progress and the new development concept.It is a good report that holds up high the banner of socialism with reform, innovation, and pioneering spirits. Over the past year, facedwith complicated situation that were rare at home and abroad for many years, China’s economic and social development has made significant progress, owning to the scientific guidance of Xi Jinping Thought for a new era of socialism with Chinese characteristics and the strong leadershipof the Party Central Committee with Comrade Xi Jinping as the core. The achievements lie in our adherence to the party's centralized and unified leadership. The Chinese Titanic are movingsteadily forward guided by the leadership of the Party Central Committee; We have insisted on the big pictureview for a long-term to maintain overall economic stability; We have pushed ahead in deepening supply-side structural reforms to inject more confidence and vitality to the market; We have continued with the reform and opening-up toenhancethe endogenous development momentum by a large part; We have adhered to the people-centered development thinking mode to guarantee people's livelihood and security and enable the people to share better development results. These hard-earned achievements have fully justified the decisions and deployments of the Party Central Committee and further strengthened the confidence and determination of the Chinese people throughout the country to realize the Chinese dream of the great rejuvenation of the Chinese nation.
To deliver a good job this year, Mr. Cao Jianming pointed out that we must carry out the decisions and arrangements of the Party Central Committee with further enhanced sense of urgency, self-confidence, strength, and responsiveness.We should put more emphasis on preventing and defusing major risks and cushioning against external shocks. We must adhere to the new development concept, speed up reform and tackling efforts, and properly handle the relationships between the short run and long run, the government and market, and vitalitystimulation and riskprevention. We should strengthen policy coordination of industrial policies and competition policies, implement higher levels of opening-up, maintain and take good use of the critical strategic opportunities for China's development, so as to promote China's economy to advance toward high-quality development, and celebrate the 70th anniversary of the founding of the People's Republic of China with outstanding achievements.
In his speech, Mr. Wang Dongming said that he totallyrooted for the Report on the Work of the Government prepared by Premier Li Keqiang. 2018 marked anextremely extraordinary year. Amid the context of profound changes in the domestic and international environment, China's economic and social development has achieved gratifying results, with the main goals and taskscompleted throughout the year.The Chinese people have been showered in more benefits. The overall social situation has remained harmony and stability, and decisive victory has been achieved in building a well-off society in an all-round way. Such achievements are hard-earned. It is the result of the Party Central Committee's big-picture thinking, strong leadership, and scientific decision-making with Comrade Xi Jinping as the core. It can be ascribed to the guidance of Xi Jinping Thought on socialism with Chinese characteristics for a new era. It is the fruits ofall departments, including Sichuan,that have taken the lead to overcome difficulties with hardworks.In the past year, under the leadership of the Sichuan Provincial Party Committee, the cadres and masses in Sichuan Province haveforged aheadfirmly following Xi Jinping Thought of socialism with Chinese characteristics for a new era with hard works, and have promoted new achievements in various undertakings. He hoped that Sichuan Province will further implement the important instructions of the General Secretary Xi Jinping of the People's Republic of China, to deliver better work results, and push the prosperity of Sichuan to a higher level.
Mr. Wang Dongming pointed out that from 2019 to 2021, the party and the state will usher several major events such as the 70th anniversary of the founding of the People's Republic of China, the completion of the building amoderately prosperous society in an all-round way and the 100th anniversary of the founding of the Party. We must adhere to the guidance of Xi Jinping Thought of socialism with Chinese characteristics for a new era, maintain political integrity, think in terms of the big picture, follow the leadership core, and keep in alignment with the central Party leadership; We must have confidence in the path, theory, system, and culture of socialism with Chinese characteristics; We must uphold the authority of the Central Committee and faithfully follow the Party’s theories, lines, principles, and policies. We should advocate hard work and strive ahead for progress while maintaining stability. We should focus on winning the three major battles, promoting supply-sidestructural reforms, deepening reform and opening-up, stabilizing employment and improving people's livelihood, thus laying a decisive foundation for the conclusion of building amoderately well-off society in an all-round way.Trade unions at all levels must strengthen ideological and political instructions, fulfill basic duties to safeguard our rights and services, resolve risks in the field of labor relations, do a good job in solving difficulties for migrant workers, promote the spirit of hard work, model workers, and craftsmanship, and unite and lead the employees to stand up as their own masters to bring about achievements in the new era. In this way, we can celebrate the 70th anniversary of the founding of the People's Republic of China with outstanding achievements.
Heated discussion was held at the deliberation site.The delegates spoke freely and unanimously agreed with the Report on the Work of the Government. Everyone believed that the reporthas summarized the performance of last year in an objective and comprehensive manner. It was a realistic report with clear deployments and practicalmeasures of this year's work.It fully demonstrated the political responsibility, the people-oriented vision, the fighting spirit and earnest conduct of the Party Central Committee with Comrade Xi Jinping as the core.It represented the new development concept and the requirements for high-quality development, as well as embodied the eager and common aspirations of the people of all ethnic groups.During the deliberation, the delegates also put forward several suggestions, including accelerating the formulation of policies and measures for western development, establishing a sound and long-term mechanism for poverty alleviation, and accelerating the development of short-term development zones in the old revolutionary areas, ethnic areas, and poverty-stricken areas, taking good advantage ofthe fiscal and financial policies, enhancing the service ability of vocational education to the economic and social development, and further promoting the development of the navigation industry.
