On February 26th, the Sichuan ProvincialDepartment of Culture and Tourism held a press conference to announce the Measures for the Implementation of the Provincial Culture and Tourism Development Conference, Selection of Excellent Leading Enterprises in Sichuan Cultural and Tourism Industry (Trial),Notice on Issuing Relevant Information on the Evaluation Methods for the Selection of Featured Towns in Sichuan Province and Its Declaration (Trial), and theNotice on Appraising the Advanced Collectives and Individuals of the “Gold Panda” Award in Sichuan Province.
It was revealed that in order to speed up the construction of a culturallystrong province, Sichuan is to hold a provincial cultural and tourism development conference once a year starting from 2019, and organize competitions for various cities (prefectures) that apply to join such competitionstarting from 2020. On February 23rd, theLeading Group of Sichuan Provincial Culture and Tourism Industry issued the Proposal for the Provincial Culture and Tourism Development Conferenceto all cities (prefectures). The method pointed out that the city and prefecture that apply for the provincial cultural and tourism development conference need to meet such conditions as the rich endowment of cultural resources, mature development conditions, obvious advantages in the development of cultural tourism economy, and enjoy a certain popularity; Local party committees and governments should regard the cultural tourism industry as an important pillar industry and a leading industry, and attach great importance to the development of cultural tourism economy; They should be equipped with sound public cultural tourism service system, adequatecapacity in transportation, accommodation, as well as complete facilities and services.
In the second quarter of this year, Sichuan's cultural and tourism development conference will be held in Chengdu in 2019.The list of Leading enterprises in cultural and tourism industry in Sichuan Province, featured town of culture and tourism, famous county in Tianfu, and those Nominated for the “Gold Panda” award will be released at the conference. The same goes for the advanced collectives and individuals. Currently, “three named units and one to be awarded” are in the process of declaration and review.
The Selection Measures for Leading Enterprises in Sichuan Cultural Tourism Industry (Trial) proposed that the selection of leading enterprises includes cultural core areas, cultural related fields, tourism and tourism-related industries. At the same time, it is required that the main business income of the enterprises in the core areas of culture and tourism participating in the selection will exceed 50 million yuan with a net profit of more than 5 million yuan; the main business income or assets of enterprises in the cultural and tourism related fields will be over 500 million yuan and net profits must outnumber 50 million yuan.
Notice on Issuing Relevant Information on the Evaluation Methods for the Selection of Featured Towns in Sichuan Province and Its Declaration (Trial) proposed that the featured town of culture and tourism will be selected once a year based mainly on the seven aspects of human resources, development planning, cultural and tourism industry system, the comprehensive benefits of cultural and tourism industry, basic infrastructures for public services, market supervision, safe production and brand building. At the same time, it will give certain incentive policies, including incorporation of named towns in Sichuan's cultural tourism products key publicity and promotion projects, and organization of expert teams to give guidance to the named town in cultural tourism development and planning, business building, product development, etc. and offer appropriate awards for the county (village) people's governments of the named towns.
The “Gold Panda” Award in Sichuan Province is a commendation project approved by the state in the name of the provincial government and is selected once every three years. Notice on the Selection and Commendation of Advanced Collectives and Individuals for the "Gold Panda" Award in Sichuan Province proposed that the selection scope covers the most representative units, formats and front-line staff in the cultural and tourism industries. The whole process will be carried out in accordance with the form of recommendation - selection and publicity. The provincial "Gold Panda" Award will be evaluated and approved by the Office of the Leading Group for Election and Recognition. Sichuan will commend 100 advanced collectives and 200 advanced individuals.
