Through 5 rounds of clean-up investigations, Sichuan has identified a total of 9,842.25 mu of "Greenhouse-based Illegal Housing". Up to now, all localities have completed the inspection and rectification work, and theself-inspection and acceptance procedure will be initiated across the board. Going forward, Sichuan will carry out further clean-up review check to ensure that there are no lands left unturned.
"Greenhouse-based Illegal Housing" refers to unlawful construction of circulated farmlands in villages in the name of developing facilities and agricultural projects, that is, illegally occupation ofarable lands. Sichuan is the birthplace of agritainment. With the development of rural industry, a large number of integrated projects of rural industries and tourism have been formed. In order to prevent the adoption of a sweeping approach, Sichuan has approached the problem of "Greenhouse-based Illegal Housing" in classified moves. The relevant person in charge of the Leading Group Office of the Special Clean-Up and Rectification Action of Provincial "Greenhouse-based Illegal Housing"said that the key lies indifferentiating the ones thatare really engaged in modern agriculture, and the onesthat are the necessary supporting facilities for the integration of agriculture and tourism, from the ones thatactually are illegal occupation of farmlands in the name of modern agriculture. .
According to the requirements of the classification and rectification of the "Greenhouse-based Illegal Housing" in Sichuan Province, we have dismantled these facilities which have taken up farmland to build non-agricultural facilities such as “private estates”, villas, resort hotels, and business houses in the name of agriculture or agricultural parksthat ran counter to the regulations of the central government and were clearly banned by the laws, in addition, we have also torn down the agricultural facilities that are difficult to restore to its former position, nursing homes that have changed their purposes, and facilities that have been used for commercial development such as housing and catering. All these facilities have been restored to farmlands. Up to now, the area of "Greenhouse-based Illegal Housing" that has been dismantled in the province has totaled 5806.08 mu, which is close to 60% of the total area.
In addition, Sichuan has also improved the procedures for the "Greenhouse-based Illegal Housing" that can be rectified and restored for agricultural purposes, and improve the procedures for agricultural land after rectification in accordance with law.
The relevant person in charge of the Office of the Leading Group for theSpecial Cleanup and Rehabilitation Action of the "Greenhouse-based Illegal Housing" introduced that this problemwill be checked and re-examinedfrom the present to the end of March, and the content of this inspection covers whether localities have assumed their due responsibilities,whether the clean-up action is carried out in every place, and whether the standing books in question have been established or not. Once a new problem emerged anywhere, it must be rectified in place as required. The "Greenhouse-based Illegal Housing"problem discovered after the end of March will be recordedas failure and conceal of reports, and those involved will be severely persecuted.
In view of the irregular management of land for facilities and agriculture projects and the strong demand for agritainment reflected in the special campaign for the cleanup and remediation of the "Greenhouse-based Illegal Housing", Sichuan will establish a long-term mechanism to adopt a comprehensiveplanning and control of land use, and adjust the land distribution of villages. It will not only adhere to the bottom line of farmland protection, but also guarantee factor protection for rural revitalization.
