SichuanProvince Will Invest Nearly 1 Billion Yuan to Improve the Conditions for School-Running in Tibetan Areas This Year

  This year, Sichuan is expected to invest nearly 1 billion yuan to improve the conditions for running schools in Tibetan areas. At the same time, it will deepen the plan of "one nursery school for each village" and the "9+3" plan, and strive to achieve 80% gross entry rate in the three years before the start of the school year and85% gross enrollment rate for high school students. This is what the reporter learned from the Sichuan Provincial Department of Education on March 18th.

  Sichuan Province has implemented major education projects such as the “Decade Action Plan for the Development of Education in Ethnic Areas”, and the construction of schools in Tibetan areas has transformed into standardized construction from the once focus of no dilapidated school housing, one room for each class, and one wooden desk for each student. This year, Sichuan will further promote the three educational programs ofthe “DecadeAction Plan for the Development of Education in Ethnic Areas”, the “Three Districts and Three States” Education Poverty Alleviation Project, and the “Special Action Planfor Tibetan Areas” to accelerate the standardization of schools in Tibetan areas.

  This year, Sichuan will carry out the training programs for the counselors involved in the"one nursery school for each village" initiative, guide localities to integrate resources to improve the conditions nursery schools; It will further improve the “9+3” plan for student enrollment, and promote the employmentof mainland “9+3" graduates. It is determined to accomplish 95% of the set tasks.

  At present, 31 out of the 32 counties in the Tibetan areas have been identified as places withbalancedcompulsory education structures, and 28 counties have been listed as national levels. This year, Sichuan will supervise the implementation of “controlling dropouts to retain more students in schools” to promote the balanced development of compulsory education in counties, and do a good job in the national recognition of the balanced development of compulsory education in Xinlong, Dege and Shiqucounties, and to carry out the national identification work for the balanced development of compulsory education in Muli county.

  In order to strengthen the construction of school faculties, this year, Sichuan will continue to implement the public-funded education for normal university students and the special post plan, and focus on the training teachers in areas of urgent needs and bilingual teachers in Tibetan areas; We will increase the overall allocation of teaching staffing in Tibetan areas and adjust the intensity across regions, and structural shortage will be our focus. At the same time, we will increase the intensity of the national training and provincial training programs in Tibetan areas, and implement teacher incentive policies such as the construction of teachers' turnover housing and rural teachers' living allowances. In addition, Sichuan will co-ordinate the implementation of the "three districts" talent support program for teacher special program, "Tibet District Support Education PlanInvolving 1000 People " and "assistance plan of inland quality primary and secondary schools with primary and secondary schools in severe poverty counties". It will fully implement the free education policy spanning 15 years andthe nutrition improvement plan for students receiving compulsory education, and grant subsidies for students in technical secondary schools, vocational high schools, regular colleges and junior collegeswho come from poverty-stricken families.

  In recent years, Sichuan has promoted the key educationalworkin Tibetan areas in a steady way, concentrated on strengthening areas of weaknesses, providing more benefits for our people, and promoting fairness. In 2018, the "one nursery school for each village" program was steadily advanced, and 2,177 kindergartens at village levels were opened. The gross rate of admission in the first three years before school year was 75%. 3,293students have been enrolled by means of the “9+3” program.The initial employment rate of graduates in 2015reached 98.82%, and the high school enrollment rate amounted to 82%.In the Tibetan area, 551 provincial-level teachers from public-funded normaluniversities and 246 special-level teachers were recruited, 8,000 teachers and 2,300 counsellors for"one nursery school for each village" program have gained access to training.Living allowances were granted to 14,700 rural teachers in Tibetan areas. The implementation of the 15-year free education policy across the board has benefited more than 350,000 students.
