| Sichuan Province Issued 16 Programs to Foster Key Industries |

How to build a "5+1" modern industrial system this year? Sichuan has recently issued 16 consecutive programs to foster key industries which have changed the “sketch map” of the “5+1” modern industrial system into a “working plan”.
The 16 key industries represent a subdivision of Sichuan’s key cultivation of industries worth five trillions of yuan, and constitute a key juncture and point for accelerating the development of the “5+1” industry. The 16 key industries are comprised of integrated circuits and new displays, next-generation network technologies, big data, software and information services, aviation and gas turbines, smart equipment, rail transit, new energy and smart cars, deep processing of agricultural products, high-quality liquor, and exquisite Sichuan tea, medical health, new materials, clean energy, green chemicals, energy saving and environmental protection.
The 16 key industry cultivation programs,organized, researched, demonstrated and compiled by various office organizations, were conducted under the direction of the provincial leaders in guiding 16 key industrial fields and the digital economic work promotion mechanism.
Grasping the development trend and direction of the industry while taking into fullconsideration of its own reality and developing toward "chains" and "clusters" represent the main direction of the cultivation program. At present, Sichuan has compiled more than 500 projects around 16 key industries and digital economy. It will further strengthen its alignment with national ministries and commissions and central enterprises, deepen the strategic cooperation with more Fortune 500 companies, China's top 500 and private enterprises, and bring in more advanced technology, high value-added and strong projects in Sichuan. Provincialfunds for industrial development will be centralized to support the 16 key industries and projects in the digital economy.
According to the goals and timelines of industries worth five trillions of yuan, the 16 key industry cultivation programs are all inverted and decomposed into different tasks, forming a “list system + accountability system” to make the task morespecific and realistic, and make sure that the work results can be quantified.
Creating a more preferable environment and expanding the main market also constitutes the common highlights of the cultivation programs. Sichuan will continue to implement the opinions on promoting the healthy development of the private economy, pay close attention to the implementation of various policies, and encourage private capital to invest in the “5+1” industry development. While building a group of large enterprise groups, it will accelerate the gradient training of small and medium-sized enterprises, train a group of small and medium-sized enterprises with professional, targeted, special and novel features,cultivate a group of small and medium-sized enterprises in science and technology and individual champions in manufacturing,and developa batch of unicorn enterprises and industrial giants. All efforts were performed for the cultivation and expansion of the market.
In addition, it will also serve as important starting points to reduce the burden on enterprises by a large amount, gradually relax the financing threshold and costs of private enterprises, especially SMEs, eliminate discriminatory restrictions and invisible obstacles, and create anenvironment for fair competition.
