On December 27, Yin Li, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the 39th executive meeting of the People's Government of Sichuan Province. He conveyed the spirits of General Secretary Xi Jinping's important instructions on agriculture, rural areas and farmers, the Central Conference on Rural Work and the Central Conference on Poverty Alleviation and Development, called for the study and implementation of the spirits of Premier Li Keqiang's instructions at the 7th China-Japan-South Korea Business Summit and his investigation in Sichuan, as well as the spirits of recent executive meetings of the State Council and economic work conference of the CPC Sichuan Provincial Committee, called on attendees to work on the drafting of Sichuan's government work report, and urged them to make deployments on Sichuan's SOE reform, elderly care development, urban infrastructure upgrading, exchange supervision, etc.

　　The meeting studied and adopted the Plan for Pilot Reform of State-owned Capital Operation Companies in Sichuan Province, which defined that combined with preliminary pilot work at the provincial level, deepened reform pilot should be conducted in three to five state-owned and stated-operated companies in function orientation, organization form, authorization mechanism, management structure, operation mode, supervision and regulation mechanism, etc.; promote the transformations in three aspects: from mode exploration to better functional performance, from the exploration of operation experience of state-owned capitals to the establishment of investment and operation system, and from rapid industrial expansion to structural improvement, so as to continuously improve the allocation and operation efficiency of state-owned capitals.

　　The meeting examined and adopted the Plan for Promoting the Development of Elderly Care Services in Sichuan Province, proposing to carry out seven programs in Sichuan, namely, improved quality and performance of home-based community elderly services, institutional elderly care service upgrading, improved areas of weakness for rural elderly care services, elderly care service function expansion, elderly care service consumption promotion, elderly care service talent cultivation and comprehensive supervision ability improvement, so as to promote high-quality development of elderly care services and better meet the needs of elderly care services.

　　The meeting discussed and adopted the Instructions of Sichuan Province on Promoting Urban Infrastructure Renovation and Strengthening Urban Ecological Environment Construction, stipulating 13 key tasks in four aspects: improving urban infrastructure, improving urban ecological environment, carrying forward urban historical context, and improving urban governance capacity; the plans aim to guide the urban infrastructure renovation throughout Sichuan Province, strengthen urban ecological environment construction, strengthen the areas of weakness in city functions, and improve city quality, so as to meet people's ever-growing needs for a better life.

　　The meeting examined and adopted the Measures of Sichuan Province on Exchange Supervision (Trial), clarifying the establishment, alteration and termination, operation, supervision and violation handling of the exchange venues and their branches in Sichuan, so as to further fulfill responsibilities for financial risk prevention and control and regulate the industrial development.

　　The meeting approved that, starting from January 1, 2020, the toll for freight vehicles on charging expressways in Sichuan Province shall be changed from toll by weight to toll by vehicle model. The chargeable toll for each vehicle model to be charged under standard loading condition will not exceed the chargeable toll by weight.

　　The meeting examined and adopted the Suggestions on Promoting the Development of Care Services for Infants under Three Years of Age, the Development Plan of Sichuan's International Cooperation Parks (2020-2023), the Measures for the Performance Assessment of Heads of State-owned Enterprises in Sichuan Province and the Measures for the Implementation of Fire Safety Responsibility System in Sichuan Province, and decided to amend some provisions of the Measures of Sichuan Province for the Administration of Road Passenger Transport.
