The State Council approved the establishment of three new comprehensive bonded zones in Sichuan, namely, Chengdu International Railway Port Comprehensive Bonded Zone, Luzhou Comprehensive Bonded Zone and Yibin Comprehensive Bonded Zone. Along with the Chengdu Hi-Tech Comprehensive Bonded Zone and Chengdu West Hi-Tech Park Comprehensive Bonded Zone which have been approved for operation previously, Sichuan now has five comprehensive bonded zones, ranking first in the central and western regions of China.

　　Chengdu International Railway Port Comprehensive Bonded Zone is located in Qingbaijiang District, Chengdu City, with a planned area of 1.03 square kilometers. The comprehensive bonded zone prioritizes the development of advanced manufacturing industries such as intelligent household appliance, smart logistics equipment, computer peripherals bonded processing, etc., which is prior to the development of international trade featuring cross-border e-commerce as well as European market-oriented and railage-oriented bulk commodities and the bonded logistics industry featuring parallel-import cars and auto parts; it aims to build "Belt and Road"export-oriented industry cluster district catering to the demands of the Eurasian Continental Bridge and the New International Land-Sea Trade Corridor. At present, Chengdu International Railway Port Comprehensive Bonded Zone is speeding up the construction of 280,000 square meters of standardized plants--the first phase of the project, and some standardized plants can be put into operation already; Introduction of projects such as intelligent household appliance, computer peripherals and smart logistics equipment have been completed.

　　Luzhou Comprehensive Bonded Zone, with a planned area of 1.002 square kilometers, has been started with infrastructure construction and is expected to be completed in 2020. The establishment of Luzhou Comprehensive Bonded Zone will further give play to the regional advantages of Luzhou, promoting the development of coordinated opening-up and export-oriented economy in the junction of Sichuan, Chongqing, Yunnan and Guizhou.

　　Yibin Comprehensive Bonded Zone is planned to be located in Yibin Lingang Economic and Technological Development Zone, with a total area of about 0.89 square kilometers. Its establishment will further promote Yibin to undertake industrial transfer from the eastern coastal areas and the Yangtze River Economic Belt, and develop Yibin's trade with countries along the "Belt and Road", building Yibin into an economic sub-center in Sichuan Province.

　　Relevant official from Chengdu Customs said that the approval of the three new comprehensive bonded zones fully demonstrates the central government's great attention to and strong support for Sichuan's opening-up and development, which is conducive for the CPC Sichuan Provincial Committee to implement the strategic deployments of "one trunk, multiple branches, synergistic development of five economic regions" and "pronged development, all-around opening up".

　　Comprehensive bonded zone is a special supervision area of the customs, which integrates the functions of port, logistics, processing, etc., and is a special supervision area with highest opening-up level, most preferential policies and most complete functions. On September 30, 2019, the People's Government of Sichuan Province issued the Suggestions on Promoting High-level Opening-up and High-quality Development of Comprehensive Bonded Areas, proposing to synergistically promote the transformation of customs special supervision areas meeting the requirements into comprehensive bonded areas, so as to build more opening-up platforms.

　　As the first platform of Sichuan's foreign trade, Chengdu Hi-Tech Comprehensive Bonded Zone, which was approved in 2010, realized an import and export value of RMB 393.03 billion in the first eleven months of 2019 with a year-on-year growth rate of 24.1%, ranking first among China's comprehensive bonded zones for 20 consecutive months. Chengdu West Hi-Tech Park Comprehensive Bonded Zone, officially approved last year, is currently in the acceptance stage.

　　In the next step, Chengdu Customs will continue to support Mianyang Export Processing Zone to accelerate its transformation into a comprehensive bonded zone, fully support qualified areas in Sichuan Province to apply for the construction of comprehensive bonded zone and bonded logistics center (B-type), and give full play to the leading and supporting role of opening-up platforms in the foreign trade development.
