In order to ensure the safety and integrity of state-owned assets and preserve and increase their value, according to the Notice on Detailed Rules for Sichuan Provincial State-owned Assets Disposal Service Platform Management (Provisional) recently issued by Sichuan Provincial Government Offices Administration, state-owned assets of provincial authorities will no longer be disposed of separately by various units from this month on. Except for vehicles, all state-owned assets will be handled by the newly established provincial state-owned assets disposal service platform in a centralized and unified manner and traded online simultaneously. The implementation of this measure is at the forefront of the provincial level nationwide.

　　State-owned assets of provincial authorities mainly include office equipment, real estate, equity, bonds, etc. Previously, when assets needed to be disposed of by scrapping or transferring, units occupying or using the assets should report to Sichuan Provincial Government Offices Administration as required. After approval, each unit could dispose of the assets by itself in principle. The relevant person in charge from Sichuan Provincial Government Offices Administration said that due to the wide range, large quantity and complicated types of disposal work, and the limited supervision, it was easy to cause nonstandard disposal.

　　In order to change this situation, Sichuan decided to change the decentralized disposal to centralized and unified disposal after in-depth investigation. The disposal demands of each unit shall be approved by Sichuan Provincial Government Offices Administration or the People's Government of Sichuan Province, and shall be authorized to be disposed of by the provincial state-owned assets disposal service platform through auction, bidding and transfer by agreement, and other units shall not dispose without authorization.

　　The notice clearly stipulates the disposal procedures of real estate, equity, creditor's rights, wasted electrical appliance and electronic products and furniture, involving application, evaluation, trading and other links.

　　It is worth mentioning that in order to maximize the proceeds from the disposal of state-owned assets, all assets to be disposed of must be publicly traded in Sichuan Provincial Government Affairs Service and Public Resources Exchange Service Center from now on. Recently, Sichuan Provincial Government Offices Administration, in conjunction with relevant provincial departments, has issued the supporting online exchange rules for the disposal of state-owned assets of provincial authorities. In addition, relevant regulations on centralized recovery and disposal of wasted electrical appliance and electronic products of provincial administrative units have also been issued.
