Sichuan Patent Award Has New Changes |

Incentive Measures for Patent Implementation and Industrialization in Sichuan Province has recently been issued under the approval of the People's Government of Sichuan Province. The measures provide for the establishment of the Sichuan Patent Implementation and Industrialization Award (hereinafter referred to as the Sichuan Patent Award), which is an annual award to provide financial incentives to enterprises and institutions within the administrative area of Sichuan Province that have achieved significant economic and social results and have good development prospects in patent implementation and industrialization.
It is not the first time that Sichuan has set up a patent award. As early as 2013, the "Sichuan Patent Implementation and Industrialization Award" was established. The patent had promoted 207 patent implementation and industrialization projects in five years, with new profits and taxes of RMB 21.027 billion, new sales revenue of RMB 224.467 billion and incentive funds of RMB 16.75 million. This had played an important role in promoting the transformation of patent technologies into real productive forces and the transformation of economic development mode in Sichuan Province.
What are the changes of the new Sichuan Patent Award?
The relevant official in charge of the Sichuan intellectual Property Service Promotion Center told the reporter that the most intuitive change was the expanding of the number of incentives and the raising of the incentive standards. The Innovation and Entrepreneurship Award was added to the existing four levels of awards, along with the special award, the first prize, the second prize and the third prize, the number of patents that can be awarded each year had increased from no more than 41 to no more than 66.
Why is the Innovation and Entrepreneurship Award added? The official said that applicant units for patent implementation with an increased annual profit and tax of more than 20% for two consecutive years would be qualified to participate in the selection of the Innovation and Entrepreneurship Award, which could encourage small and medium-sized enterprises to promote the transformation and application of patent technology.
The incentive standards had also been raised accordingly. The incentive standards for the special award, the first prize, the second prize and the third prize are adjusted from RMB 300,000, RMB 150,000, RMB 100,000 and RMB 50,000 to RMB 500,000, RMB 200,000, RMB 150,000 and RMB 100,000 respectively. Moreover, the incentive standard for the new Innovation and Entrepreneurship Award is RMB 50,000 per item. In total, the amount of incentive funds has increased from RMB 3 million to about RMB 6.5 million.
In addition, those who have won the China Patent Gold Award and China's design gold medal can be given incentives according to the grand prize. Those who have won the China Patent Gold Award and the China Design Gold Award can be awarded at the level of the special award; Those who have won the China Patent Silver Award and the China Design Silver Award can be awarded at the level of the first prize; Those who have won the China Patent Excellence Award and the China Design Excellence Award can be awarded at the level of the second prize.
It is worth noting that the scope of application and recommendation has been also further expanded. In addition to the application or recommendation of municipal (autonomous prefecture) intellectual property department or the provincial department in charge, units such as central enterprises in Sichuan Province, Sichuan provincial industry associations, universities and institutes, national intellectual property service agencies, and units identified by the review committee will be qualified to apply and recommend.
The measures also points out that more than 70% of the incentive funds will be used to encourage position inventors and personnel who have made outstanding contributions to the implementation and industrialization of patents. The awards can be used as one of the important standards for professional title evaluation, job promotion, post employment and annual assessment.
