Sichuan and Guangxi Signed 16 Special Cooperation Agreements
Updated:2019.10.28

During the Sichuan party and government delegation's visit to Guangxi from October 22 to 24, relevant departments, cities (autonomous prefectures) and enterprises in Sichuan and Guangxi provinces signed 16 special cooperation agreements to jointly promote the construction and cooperation of the New Western Land-Sea Corridor.

Relevant officials of Sichuan Provincial Development and Reform Commission said that this centralized signing was the fruitful results of deepening cooperation between Sichuan and Guangxi in the past two years, and also a concrete refinement and implementation of strengthening development strategy docking and carrying out pragmatic cooperation in many fields between the two sides.

To jointly promote the construction and cooperation of the New Western Land-Sea Corridor is the top priority of cooperation between Sichuan and Guangxi in recent years. In September last year, the two sides signed the framework agreement of deepening Sichuan-Guangxi cooperation and jointly promoting the construction of the southward opening-up channel. In April this year, Guangxi party and government delegation visited Sichuan for investigation, and the two sides signed the Action Plan for Deepening Sichuan-Guangxi Cooperation to Promote the Construction of the New Western Land-Sea Corridor (2019-2021).

In terms of cooperation level, the 16 special cooperation agreements signed this time include either the cooperation between provincial departments and cities, or cooperation on specific projects. In terms of cooperation content, the agreements include not only the construction of the interconnected corridor, but also concrete measures to strengthen rail-sea combined transport, trade logistics and industrial projects, and the new trend of developing all-round and multi-field cooperation in science and technology, culture and tourism, exhibition and other fields.

At the level of departmental cooperation, the development and reform commissions of the two sides have signed the Cooperation Agreement on Accelerating the Construction of the New Western Land-Sea Corridor, focusing on the construction of the main western channel of the New Western Land-Sea Corridor and cooperation of specific tasks such as the construction of the shortest sea freight railway from Chengdu to Beibu Gulf. At the level of municipal cooperation, Chengdu has established in-depth cooperation with Qinzhou, Nanning and Guilin in Guangxi in constructing the New Western Land-Sea Corridor, promoting all-round strategic cooperation and promoting coordinated high-quality development of culture and tourism. At the level of project cooperation, Wuliangye will invest in the construction of a modern logistics industrial park in Fangchenggang City, Guangxi, and Luzhou Laojiao will launch a red wine filling project in the China-Malaysia Qinzhou Industrial Park in Guangxi, taking advantage of the regional advantages of Beibu Gulf's estuary.

Before this centralized signing, many departments, cities and enterprises in Sichuan and Gusngxi have intensively deepened cooperation.

A week ago, Neijiang City signed special cooperation agreements with Qinzhou City and Fangchenggang City in Guangxi to promote 10 specific cooperation projects in a project-based way, including the construction of the New Western Land-Sea Corridor, logistics and trade cooperation, and industrial cooperation. The opening of Sichuan-Guangxi sea-rail combined transport trains from Neijiang to Qinzhou and from Neijiang to Fangchenggang, and the support for the export of new energy vehicles and mountain machinery through Beibu Gulf are also included.

Up to now, more than half of the cities (autonomous prefectures) in Sichuan Province have established all-round cooperative relations with relevant parties in Guangxi, marking the new stage of Sichuan-Guangxi cooperation.
