Sichuan Initiating the Management System for the National Park of Giant Panda

  “The pilot project of the management system for the National Park of Giant Panda in Sichuan Province has entered a new stage of comprehensive promotion.” On January 15th, seven branches of the Sichuan Provincial Administration of the National Park of Giant Pandawere listed on the same day in relevant cities (prefectures). The relevant person in charge of the Sichuan Provincial Administration told the reporter the foregoing remark.

  Two years ago, the Central Government Office and the General Office of the State Council of the People’s Republic of China officially issued the "Pilot Program for the System of National Park of Giant Panda" to utilize the role of giant panda as an "umbrella species" to protect the authenticity and integrity of giant pandas and their associated species and habitats.

  Two years later, Sichuan embarked on the project of setting up provincial and subordinate institutions. What’s the need? How to establish them? How will theyfunction?

  We should get a clear picture of the “roadmap” and “timetable” to build a three-level management system

  At the opening ceremony, the reporter learned that the Sichuan National Park of Giant Panda will implement a three-level management system, and at the same time, the integration of various protection agencies in the district will be introduced during the year.

  What is this three-level management system? The Implementation Plan for the Establishment of the Management Organization of the National Park of Giant Panda in Sichuan Province issued by the province hasgiven clear definition. The three-level management system includes: the State Administration, the Sichuan Provincial Administration, and theSub-bureaus responsible for management. Among them, each branch office is responsible for managing the stations at community level.

  Specifically, at the provincial level, the ProvincialBureau of Forestry and Grasslandhas put on a new plaque of the Sichuan Provincial Administration of the National Park of Giant Panda. The Sichuan Provincial Administration will be led by the nationalBureau of Forestry and Grassland and the People’s Government of Sichuan Province, with the latter as the mainstay, whose main responsibilities are the specific work concerning thepilot programs of the National Park of Giant Pandathat is pertinent to Sichuan, including ecological protection and restoration, organization and implementation of franchising and social participation, and project approval within the prescribed authority.

  As for the newly established 7 branches, they will serve as the dispatching agencies of the Sichuan Provincial Administration of the National Park of Giant Panda. These branchesare under the dual leadership of the ProvincialBureauof Forestry and Grassland (Sichuan Provincial Administration) and the municipal (prefecture) governments, and are dominated by the municipal (prefecture) governments. At present, specifications for each branch office are stilluncertain. Therefore theyare in no rush to employ any more staff.

  For the existing management institutions fornatural reserveincluded in the district, Sichuan Province has clearly required relevant cities (prefectures) to introduce integration opinions within the year. "These opinions will be put into effect after being approved by relevant provincial departments," said the relevant person in charge of the Sichuan Provincial Administration.

  Referring to the distribution of water systems, we are going to set up management organizations at numerous branches

  Speaking of the distribution of the three-level management system, the latest movetaken wasthe establishment of branch management offices. So, what is the basis for setting up these management branches?

  "The management system at the branch level is basically set up to ensure easy management and coordination." According to the relevant person in charge of the Sichuan Provincial Administration, it has been so suggested before that the management branches should be set up in light of the mountain systems.

  However, the trend of the mountains is changeable and prone to vary in different regions, thus unified management and coordination cannot be achieved. "However, there are water systems distributedamong different mountain systems, which has given us a new reference." The relevant person in charge of the Sichuan Provincial Administration said that they found that the most of the delimited regions in Aba Prefecture fall within the scope ofMinjiang River Basin, most of the delimited regions in Ya'an City belong to the Qingyi River Basin, and that of Mianyang City are located in theFujiang River Basin after comparison.

  Therefore, when the management organization is finally put into place, we have adoptedthe local and hierarchical methods to manage these newly established management branches. “The National Park of Giant Panda is distributed in seven cities (prefectures), including Chengdu, Deyang, Mianyang, Ya'an, Meishan, Guangyuan and Aba of Sichuan Province, and the branch officesarebeing established in every city (prefecture).” The relevant person in charge of the Sichuan Provincial Administration said that this would facilitate relevant management and coordination works.

  As for the reasonwhyseven management institutions for natural reservation were chosen as the basis for the formation, experts said that the seven nature reserves shared these following characteristics: giant pandas living in the wild are distributed in these areas; early establishment in Sichuan Province and even in China; targeting Pandasas the main species for protection, and endowed with vast areas; forces for protection and sound mechanisms, and high-degree of management levels. In other words, thesemanagement institutionsfor natural reservation can exert their own advantages and drive the development ofothers.

  By devoting more into scientific research institutions, we will set up "talent pools" and research platforms

  On the day of the listing on January 15th, the two newly established affiliates of the Sichuan Provincial Administration attracted attention: theAcademyof Science forGiant Panda of Sichuan Province and the Giant Panda Academy.

  Since the establishment of the ChinaConservation Research Centerof Giant Panda in 1983, after more than 30 years of development, Sichuan has basically formed the giant panda research system based on the China Conservation Research Center of Giant Pandaand the Chengdu Giant Panda Breeding Research Base. Judging from the development in the whole country, Sichuan is home to two of the three major panda research institutions, with the other one located inQinling Giant Panda Breeding Research Center in Shaanxi Province.

  What is the background of Sichuan’s added devotion?

  “The existing research institutions are only researching on the species itself, and not so many areas in the fields of systems and mechanisms are touched upon.” The relevant person in charge of the Sichuan Provincial Administration introduced that the newly established research institutesact as subsidiaries of the Sichuan Provincial Administration of the National Park of Giant Panda. It is necessary to carry out basic scientific research on the genetic archives of panda population in the wild, gene pool, rejuvenation of small populations, habitat restoration techniques, but also to study the National Park of Giant Panda itself.

  Because, how would we launch the pilot program of the National Park of Giant Pandaas a new introduction? How would we establish them, put them into operation and manage them? Further researches and explorations are needed. In other words, the newly established research institutes will act as a “talent pool”.

  The Giant Panda Academy is a research platform for theprotection of giant pandas, their associated species, and habitats, as well as a platform for scientific research for professionals majoring in national park management and the like in the Sichuan Provincial Administration of the National Park of Giant Panda. It is by no means a “physical school”.

  "It is a mechanism of 'borrowing wisdom'." The relevant person in charge of the Sichuan Provincial Administration said that Sichuan will continue to encourage universities and research institutions to participate in formulating policies, in planning and design, ecological protection, scientific research and monitoring, and community planning of the National Park of Giant Pandain the future, so as to promote the pilot programs and the construction of the National Park of Giant Pandas.
