On January 10th, Mr. Peng Qinghua, Secretary of the provincial party committee, went to Chengdu to keep track of the progress of the construction of Tianfu International Airport and the airport new city.And a special meeting was held later to arrange relevant work. He stressed the importance of understanding the significance of the construction of Tianfu International Airport, and determined to build it intoa national level international aviation hub. Heurged us to launch high-level construction, andhave the courage to brave all difficulties and struggle to ensure timely high-quality construction to build Tianfu International Airport into a new power source to lead Chengdu as well as the open development of Sichuan. A major landmark project for the new round of development in the western region is thus underway.
Mr. Yin Li, ViceSecretary of the Provincial Party Committee and Governor of People’s Government of Sichuan Province, attended the field research and the special meeting.
As it was well into winter, the construction of Tianfu International Airport was in full swing with more than 10,000 construction workers struggling in the construction line. Mr. Peng Qinghua and Mr. Yin Li came to terminalT2, the comprehensive traffic transfer center, the airport south line integrated pipe gallery project and the blue ribbon belt talent apartment project construction site to get a picture of the construction progress and learn about the planning and design, construction, factor protection, quality and safety issues. They paid visit to these construction workers, and extended their New Year greetings to them. They hoped they would carry forward the spirit of courageous fighting, scientific organization, sound construction, proper management, to ensure quality, safety, and the time of delivery. They urged us to build high-quality projects in this century and to live up to the anticipation of the provincial party committee, the provincial government and the people ofSichuanProvince.
In the afternoon, Mr. Peng Qinghua hosted a special conference on the construction of Chengdu Tianfu International Airport at the Airport Support Base. Mr. Yang Hongbo,Vice Governor of People’s Government of Sichuan Province, Mr. Luo Qiang, Mayor of Chengdu, and the head of the Provincial Development and Reform Commission and the Airport Construction Command have given reports. The comrades present at the conference held a discussion. In his speech, Mr. Peng Qinghua emphasized that the construction of Tianfu International Airport holds a close bearing on Sichuan's strategic position in the overall opening-up and the national economic map. It is related to the implementation of the "four direction expansion and across-the-board opening-up" strategy. It would influence the international image of Sichuan and Chengdu. Thus it is a significant and far-reaching strategic project. All relevant parties in the province should further improve their political stances to think in big picture, and play the game with patience and tactics. We should strengthen coordination, integrate resources and work as a unity to do a good job in engineering construction and operation management.
Mr. Peng Qinghua pointed out that it is necessary to further clarify the functional positioning of “one hub and three portals”, namely to build itself into a national-level comprehensive transportation hub, a modern logistics portal, an international trade portal, and an international tourism portal. According to the requirements of humanistic airports, green airports and smart airports, we should employ high-level planning and construction to organize the main project of the airport and supporting projects, so as to speed up the construction of the “two airports as one unity” of Tianfu International Airport and Shuangliu International Airport and to form the new pattern of economic development in the airport. It is necessary to adhere to high standards and high-level construction, pay close attention to project quality and safety production, take practical and effective measures to solve major problems that restrict the construction of the project, speed up the construction progress of the project, and strive to basically complete the construction by 2020 and put into use as soon as possible. It is necessary to adhere to the internationalized cluster operation management, optimize theoperation mode of "two airports as one unity" , learn from the advanced experience of Hong Kong International Airport, improve operational efficiency and service quality, improve the utilization of existing route resources, and introduce more airlines. We should strengthen coordination with the Civil Aviation Administration, Civil Aviation Administration, Chengdu Customs, Inspection and Quarantine and other departments to ensure efficient operation of Tianfu International Airport the moment it was put into operation.
Mr. Peng Qinghua pointed out that it is necessary to give full play to the role of Tianfu International Airport in industrial and regional development, build an international airport new city at a high starting point, allocate the spatial distribution in a scientificand rational manner, anddevelop high value-added modern industries such as aviation equipment, intelligent equipment and electronic information. We will expand and strengthen the modern service industry such as aviation logistics, tax-free trade, exhibition and business, and actively cultivate high-end formats such as aviation headquarters, aviation finance, and cross-border e-commerce, and form a development pattern of aviation city, city promotion, and city integration. It is necessary to use Tianfu International Airport and the International Airport New City as the axis to promote the development of Huaizhou New City and Jianzhou New City, promote the development of Chengdu-Deyang, Chengdu-E’mei and Chengdu-Ziyang, and promote the integrated development of Chengdu,Mianyang, Leshan and other regional central cities. We are to strengthen coordinated planning, connective construction, industrial cooperation, service sharing, so as to build a high-quality development pilot zone with organic integration and mutual beneficial outcomes.
During the investigation, Mr. Peng Qinghua and Mr. Yin Li also went to the Ma'anshan Planning Exhibition Hall in the Eastern District of Chengdu High-tech Zone to learn about the planning and construction of key projects such as the “eastward development” strategic plan of Chengdu, Airport New City, Tianfu Olympic Sports City andWindow of Panda. Mr. Peng Qinghuaapplauded the progress and achievements of Chengdu's eastward development, and demanded that all relevant departments at all levels in Chengdu to do a good job in all aspects of the construction in accordance with the concept of “precise construction, attract talents, strengthen functions, and develop industries”. It is necessary to adhere to scientific planning, establish a global vision and strategic vision, and prepare a series of plans for the world-class cities and high-level high starting points. It is necessary to innovate mechanisms, break down administrative divisions, and jointly solve problems in urban construction, project promotion, urban management, and investment attraction. We must implement steady moves, and base ourselves on the existing development foundation, follow the law of urban development, and proceed from point to areas step by step and withdetermined efforts, and accelerate the creation of an emerging polar to lead Chengdu's high-quality development.
