Chengdu, Panzhihua, Leshan and Deyang Can Enjoy the Dividend of Tax Rebate Policy for Departure Ports

  At 11 o'clock on August 30th, with the liner "Min Tai" slowly leaving the Luzhou Port, the model featuring "port of departure tax rebate + land port" implemented by Luzhou Port made its debut. The fiberglass of 80 tons exported from Chengdu to Pusan, South Korea via Luzhou marked the successful extension of the “port of departure tax rebate” policy dividend to the hinterland of land port in Luzhou.

  Time needed for tax rebates has been shortened

  Allowing faster fund reflux for inland export companies

  "It is estimated that the tax rebates can be done 20 days in advance!" Liao Hua, the manager of Chengdu Branch Office of Namsung Shipping Corporation Limited, the commissioning party of the first operated liner, gave an example. In the past, because Namsung Shipping was not a local company in Luzhou, it can only declare the tax rebates after shippment in Chengdu, customs declaration in Luzhou, customs transferring in Shanghai and departure from China. Now that the “port of departure tax rebate + land port” model is implemented, enterprises can enjoy the policy dividend after declaration in Chengdu, enabling them to apply for tax rebates quickly. "This model has eliminated the long-processing time for tax rebates, a problem that has long plagued inland export enterprises, ensuring faster fund reflux and more accurate cost accounting, which is more conducive to their expansion of overseas markets."

  On April 19th of this year, the direct express vessel “Min Xiang” for “port of departure tax rebate” from Luzhou to Waigaoqiao sailed from the No. III berth of Luzhou Port, marking the implementation of the “port of departure tax rebate” policy of Luzhou Port. And local export enterprises of Luzhou are the first to enjoy the dividend of the "port of departure tax rebate" policy. However, this policy dividend has yet covered the vast number of export enterprises in the western region. With the cooperation of taxation, customs, port and shipping enterprises, the “port of departure tax rebate + land port” model has been successfully implemented, realizing and integrating various advantages such as the “port of departure tax rebate” in Luzhou Port, direct foreign trade liner of ship lift from the Three Gorges, and the direct trade to near-sea shipping lines by river and ocean combined transportation.
 
  Benefiting a wide area

  Policy dividends extend to the ports along the Yangtze River

  The “port of departure tax rebate + land port” model is the in-depth extension of the “port of departure tax rebate” policy dividends of Luzhou Port from local area to the land port area. It is the exploration made by the South Sichuan Port Area of the China (Sichuan) Pilot Free Trade Zone to renovate the regional collaborative development mechanism. According to the relevant person in charge of the South Sichuan Port Area in the Sichuan Pilot Free Trade Zone, Luzhou Port has set up land ports in Chengdu, Panzhihua, Leshan, Deyang, and Kunming of Yunnan Province for the time being. The model will be launched for the first time in the province. In other words, the four land ports set up by Luzhou Port have already realized the “port of departure tax rebate”.

  The relevant person in charge of the South Sichuan Port Area in the Sichuan Pilot Free Trade Zone said that this model will help the ports along the Yangtze River to benefit more from tax rebates. It will further enhance the level of opening-up, improve the handling capacity of export goods for Luzhou Port, and help Luzhou to build an export cargo distribution center.

  "This model is very attractive to China's domestic export enterprises using land ports. It is expected that the foreign trade containers of Luzhou Port will grow by over 20% in the next few years," said Huang Jing, General Manager of Sichuan Changtong Port Corporation Limited.
