On July 25, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People’s Government, presided over the 9th executive meeting of the provincial government, where the spirit of important documents and meetings of the Party Central Committee and the State Council was conveyed, and will be studied and implemented, and the development of agricultural product processing parks and the implementation of fiscal and financial interaction policies were studied and deployed.

　　In the meeting, Opinions on Promoting the Development of Agricultural Products Processing Parks was passed, which clarified that by 2020, our province will strengthen the construction of agricultural product processing parks, and the total output value of agricultural products processing enterprises above designated size will reach 1.5 trillion yuan. According to the Opinions, the province will adhere to the integration of the primary, the secondary and the tertiary industries and promote the development of “park + base + farmers” with the action of “park + logistics + e-commerce” and the exploration of the “park + tourism + culture” model, so as to create a dedicated agricultural product processing park with variety, raw material base, processing and transformation, modern logistics, convenient marketing and leisure tourism.

　　In the meeting, Notice on Implementing the Fiscal and Financial Interaction Policy (2018 Edition) was passed, proposing policies and measures to support the expansion of the financial industry, the incentives to increase targeted loans and the improvement of the financing and risk-reduction mechanism and the financing guarantee system, which are to play the guiding role of financial capital and to promote more financial resources to key areas and weak links in our economic and social development.

　　List of Provincial-level Management Affairs Implemented by the Administrative Committee of Yibin Lingang Economic and Technological Development Zone was also passed, which clearly states that the implementation of 22 provincial-level management affairs such as energy-saving review of fixed-asset investment projects and filing of foreign-invested projects will be decentralized or entrusted to the Management Committee of Yibin Lingang Economic and Technological Development Zone.
