On July 20th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People’s Government, presided over the 2nd plenary meeting of Sichuan Provincial People’s Government, where he conveyed the important guiding spirit of General Secretary Xi Jinping and Premier Li Keqiang on flood prevention and relief, the need to deepen the reform of “streamlining administration and delegating power to the lower levels” in the government video teleconference and the spirit of the 3rd Plenary Session of the 11th Provincial Party Committee; he also analyzed and judged the current situation to arrange the work of the 2nd half of the year.
The meeting pointed out that since the beginning of this year, our province has been continuously hit by heavy rainfall, so the flood control and disaster reduction is grim. All departments of our province should conscientiously study and implement the spirit of the important instructions of General Secretary Xi Jinping and Premier Li Keqiang, further deepen their ideological understanding, strengthen working measures, and do a good job in disaster prevention, relief and reduction, ensuring that the central government’s requirements for flood prevention and relief work are in place, so as to minimize the loss of disasters and maximize the safety of people’s lives and property.
The meeting summarized the government work in the first half of the year and asked the provincial government to strengthen the analysis and judgment on the economic trend and existing problems, take measures to actively and properly respond to problems, adhere to stability and progress, and promote our province’s high-quality economic development. It is necessary to study and implement the spirit of the provincial party committee as an important political task in the current and future period, insist on General Secretary Xi Jinping’s important instructions on the work of Sichuan, vigorously implement the strategic deployment of the provincial party committee, focus on building a “5 + 1” modern industrial system as the fundamental support for promoting high-quality development, practice the people-centered value orientation, comprehensively strengthen the government system and party building as the fundamental guarantee, pay close attention to learning and understanding, and ensure the decision and deployment of the central government and the provincial party committee take effect.
The meeting stressed that the provincial government should thoroughly implement the requirements of the nationwide deepening of the reform of “streamlining administration and delegating power to the lower levels” in the video conference and transforming the government functions. We will continuously deepen the decentralization of power, strengthen the post-event supervision, optimize the government service, and steadily promote the reform of government institutions. We will continue to deepen the actual results of the reform, continuously accelerate the transformation of government functions, improve the modernization level of government governance capabilities, create a fair competitive market environment for the province’s high-quality development and a first-class business environment, and maximize market vitality and social creativity.
To do a great job in the second half of the year, the meeting stressed the following: first, it is necessary to carry out the plans and arrangements of the 3rd Plenary Session of the 11th Provincial CPC Committee, vigorously implement the strategic planning of “one trunk and more branches, five regions in coordination”, “four directions to expand, and opening of the whole region”, and vigorously promote all key tasks and take practical measures to promote the governing of Sichuan to a new level. Second, efforts should be made to stabilize economic growth, to do well in the “project year”, to tap and release the potential of consumption, and to promote the import and export of high-quality products in foreign trade. Third, we should promote the development of high quality economy, continuously deepen the structural reform on the supply side, accelerate the construction of modern industrial system, and persist in promoting the brand creation by improving quality. Fourth, we must put great efforts into promoting innovation, reform and opening up, and completing the experimental goal of promoting the overall Innovation Reform in a systematic way. We will continue to deepen reform in key areas and develop an open economy at a higher level. Fifth, we should do a good job in carrying out the strategy of Poverty Alleviation and Rural Revitalization, concentrate our efforts to overcome poverty in areas with extreme poverty, and push forward the structural reform on the supply side of agriculture in depth. Sixth, we must resolutely fight the battle of pollution, to prevent and control pollution, make every effort to fight the “eight major battles”, resolutely fulfill the work of environmental protection and inspection to find and settle problems , and speed up the development of a green low-carbon recycling economy. Seventh, we must persist in doing what we can with every resource we can get to do well in ten projects relating to people's livelihood and 20 practical issues concerning people's livelihood, and strive to improve the level of people’s livelihood. Eighth, we must conscientiously strengthen and effectively prevent and control financial risks, so that finance can better escort the province's stable and healthy economic development. Ninth, it is necessary to build strong foundation in disaster prevention and mitigation and safety in production, profoundly sum up and learn lessons from major deflagration accidents of Hengda Company in Jiang’an County, comprehensively sort out and investigate, rectify and eliminate hidden risks in production safety, and severely crack down on illegal activities concerning production safety.
