The reporter learned from Sichuan Provincial Department of Finance that as of the end of June 2018, the number of government procurement agencies registered by the Department of Finance’s government procurement management trading system has reached 644, ranking second in the country. The government procurement agency is the “organizer” of the specific business in government procurement, and the professional ability of its personnel is directly related to the quality and efficiency of government procurement. To this end, in the first half of this year, the province held two special trainings for employees in government procurement agencies.

　　In 2017, the total value of government procurement in Sichuan Province reached 203.3 billion yuan. In order to improve the business capability of staff in government procurement agencies, Sichuan Provincial Department of Finance proposed that a training mechanism should be established within government procurement agencies and those who pass the examinations should be employed. It is necessary to concentrate on regular and irregular study, demand full-time personnel to understand relevant laws and regulations as well as legal procedures, and effectively strengthen their ability of legal practicing, problem analysis, contradictory resolution and risk assessment.
