On July 9, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People’s Government, presided over the 8th executive meeting of Sichuan Provincial People’s Government, where he conveyed the important instructions of General Secretary Xi Jinping, Premier Li Keqiang and relevant documents of the central government, and arranged the implementation of the research and promotion of the administrative management system reform.
The meeting conveyed the spirit of the important instructions of General Secretary Xi Jinping and Premier Li Keqiang on the cruise accident in Phuket, Thailand, and studied the State Council’s Three-Year Action Plan to Protect Blue Sky and Notice on Launching the 2018 State Council Supervision. It has also emphasized the need to attach great importance to and earnestly strengthen the study and implementation of the important instructions of the central leadership and important documents of the central government, and drew a firm conclusion on the recent safety production, disaster prevention and mitigation as well as environmental protection in our province, which are to promote and guarantee the stable and healthy development of economy and society.
The meeting reviewed Implementation Opinions on Smoothing the Southward Passage and Deepening the Southward Openness and Cooperation, stressing the need to thoroughly implement the spirit of the Third Plenary Session of the 11th Sichuan Provincial Party Committee and adopt pragmatic and effective measures to promote the formation of a “four-way expansion, global openness” for a new situation of opening up, speeding up the opening of the southbound international channel and continuously expanding the new space for the development of open economy in our province.
Implementation Opinions on Deepening the Reform of the Administrative Management System of Economically Developed Towns was passed in the meeting, which set 32 towns including Huayuan Town of Chengdu, Geliping Town of Panzhihua, Chengjia Town of Zigong, Jiuzhi Town of Luzhou, Xiaoquan Town of Deyang, Luxi Town of Mianyang as pilot towns for the reform of the administrative management system of the economically developed towns in the province. According to Opinion, the province will decentralize 164 kinds of power to pilot towns, such as administrative licenses and penalties which are urgently needed at the grassroots level. At the same time, through the implementation of separation between positions and authorized strength, simple and efficient administrative management system and grassroots governance mechanism will be conducted in pilot towns to actively explore and promote the “Internet + government services”, so that grassroots people can enjoy more convenient public services.
The meeting decided to grant 10 Chinese medicine practitioners the title of the Top 10 TCM Doctor in Sichuan Province; it requires our province’s Chinese medicine practitioners to further carry forward the medical ethics of the doctors and actively promote the inheritance and innovation of the characteristics of traditional Chinese medicine, so as to make greater contributions to a healthy Sichuan.
The meeting also studied other matters. Before its start, Wang Junjie, an associate professor at the Law School of Sichuan University, explained measures and suggestions for the construction of a free trade port in the Free Trade Zone of our province.
