The First Park Distributed Energy Project in Sichuan Province Was Completed and Put into Operation

  On June 13, the new distributed energy project in Yuechi County of Guang’an City was completed and formally put into operation. This project will provide local energy-using enterprises with electricity, steam, and cold water needed for production, and then triple supply will be realized to gradually replace the original coal-fired boilers. It has been learned that with the use of distributed energy sources, Yuechi County can annually reduce 89.7 tons of carbon dioxide, 125 tons of hydroxides, 17.5 tons of dust, and save 24,400 tons of standard coal of annual savings.

  The Yuechi Distributed Energy Project is jointly invested by Sichuan Energy Investment Distributed Energy Co., Ltd. and French ENGIE Group (the former GDF SUEZ), one of the world’s top 500. Both parties have also jointly invested in the establishment of Sichuan Energy Investment Suez Energy Co., Ltd. in Yuechi, which is responsible for the construction and operation of the project. This is also ENGIE Group’s first project in Sichuan market.

  The total investment of the project is about 350 million yuan, and the installed capacity is 36.8 megawatts. Natural gas is used as raw material to convert it into electrical energy through a gas turbine, and then the waste heat of power generation is used for heating and cooling, which can provide users with steam, hot and cold water, and the generated electricity can also be sold on the Internet to achieve a cascade utilization of natural gas. This is the first distributed energy project of park in Sichuan with the largest installed capacity and most complete functions in the southwest region.

  After the project is put into use, it is expected to annually realize an sales income of 300 million yuan, power supply of 223 million kWh, heat supply of 1.35 million GJ, cooling capacity of 50,600 GJ with an annual energy saving rate of 20%, and natural gas using rate of 81% annually, almost with no emission of sulfur dioxide and dust into the atmosphere. Therefore, it has significant energy-saving emission reduction and environmental protection benefits. Since the project adopts a centralized energy supply model, it can also reduce the production costs and security risks of the enterprises in the park.

  In the project area, the reporter saw that a working area is distributed with boiler auxiliary engine room, integrated pump room, refrigeration station, boiler make-up plant, and booster station, and a white pipe was extended from the factory area. “Pipelines are used to transport products to users. They are made of internal steel pipes, insulation materials and outer aluminum-plastic plates. It is very safe,” said Yang Jian, Assistant General Manager of Sichuan Energy Investment Suez Energy Energy Co., Ltd.

  It is reported that Sichuan Energy Investment Suez Energy Co., Ltd. has signed cooperation agreements with Sichuan Kelun Pharmaceutical Co., Ltd., Hongyi Biotechnology Co., Ltd., and Sichuan XJX Material Co., Ltd., with the next goal for all enterprises in the Pharmaceutical Industrial Park of Yuechi County.

  Yuechi Pharmaceutical Industrial Park has gathered more than 40 pharmaceutical companies of 9 categories, including pharmaceutical raw materials and preparations, traditional Chinese medicines, biological products, pharmaceutical auxiliary materials and packaging materials. Yang Chunmei, Director of the Pharmaceutical Industry Branch of the Investment Promotion Bureau of Yuechi County, introduced that in 2017, the county had issued a notice to clarify that enterprises in the park will be subsidized based on the standards of 30 yuan/ton, 20 yuan/ton, and 10 yuan/ton respectively by finance of the county government from the day to use steam from distributed energy sources to June 30, 2020, depending on the amount of steam used. “We hope to use this project to promote all enterprises in the park and say goodbye to coal and steam boilers.”
