Sichuan will actively explore new mechanisms for the protection of intellectual property rights, vigorously promote the transformation of scientific and technological achievements obtaining the National Science and Technology Award, and Sichuan Provincial Science and Technology Award, and advance the trial reform of mixed-ownership of the right and ownership of S&T achievements.

　　The General Office of Sichuan Provincial People’s Government recently issued the Key Working Points for the Transformation of Scientific and Technological Achievements of Sichuan Province in 2018, which urges the acceleration of transforming S&T achievements into practical productivity. Sichuan will vigorously support the investment for basic researches in colleges and universities, guide them to determine research directions centering on the needs of industrial development, upgrade basic research and original innovation capabilities, and provide a batch of transformable results for industrial development.

　　In terms of intellectual property protection, Sichuan will explore the establishment of a new mechanism linking administrative enforcement of IPRs with criminal and judicial affairs, speed up the establishment of a system of an administrative mediation for IPR infringement disputes, a judicial confirmation of mediation agreement, and mutual recognition of evidence, and do a good job in the promotion of “one-stop services for rapid review, verification and rights protection for patents”.
It has been learned that Sichuan will continue to promote the construction of the “1+4+N” system in the southwestern center of national technology transformation, specifically including 1 core gathering area of the southwestern center of Chengdu Hi-tech Development Zone, 4 sub-centers in Chongqing, Yunnan, Guizhou and Tibet, as well as Chengdu District of Tianfu New Area, Mianyang Science and Technology City and other sub-centers and workstations.

　　Sichuan will also vigorously promote the transformation and application of the achievements of the National Science and Technology Award, Sichuan Science and Technology Award, promoting the transferring and transformation of scientific and technological achievements in key industries, as well as the trial reform of mixed-ownership of the right and ownership of these achievements.
