From June 8 to June 9, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC and Governor of Sichuan Provincial People’s Government investigated the post-disaster recovery and reconstruction of the “8•8” Jiuzhai Valley Earthquake in Aba Prefecture, and hosted a symposium to study and solve the difficulties encountered in its reconstruction and to arrange next work. The importance of in-depth study, understanding and comprehensive implementation of the spirit of General Secretary Xi Jinping’s important speeches during his inspection in Sichuan were emphasized, especially the instruction of Jiuzhai Valley post-earthquake recovery and reconstruction. In accordance with the requirements of the provincial committee and the provincial government, we should adhere to the scientific, green, humane and sunshine reconstruction idea, promote the reconstruction with high-quality and high efficiency, and speed up the construction of beautiful, prosperous and harmonious new Jiuzhai Valley.

　　Governor Yin Li investigated the management of geological disasters and restoration of scenic spots in the areas affected by heavy rainfall such as Sparkle Lake and Panda Lake in Jiuzhai Valley. He insisted on scientific planning of the construction to ensure the safety of people, tourists and workers, making the construction projects harmonious with natural environment. In Zhangzha Town, Jiuzhaigou County, he presided over the “8•8” Jiuzhai Valley post-earthquake recovery and reconstruction symposium, emphasizing that we must persist in respecting nature and laws, earnestly enhance the sense of responsibility for doing a good job in reconstruction, continuously optimize developing ideas in practice, innovate work initiatives, solve reconstruction problems, and work hard to build the disaster-stricken area into a model of advancing green development and poverty alleviation in ethnic regions. We must persist in taking the initiative and being brave enough to take the responsibility, do a good job in the implementation of reconstruction planning projects by aiming at annual targets, tasks and time nodes, strengthen factor protection, work hard in effective construction periods with schedules and maps on the wall, and accelerate construction progress on the premise of quality to ensure that the target mission is completed on time. We must adhere to the priority of life and safety, earnestly do a good job in prevention and control of geological disasters as well as the restoration and protection of ecological environment, strengthen the investigation, screening, assessment and classification of geological hazards in key regions, improve and perfect the monitoring and early warning system, and improve the emergency support capabilities. The restoration of the world natural heritage and the governance of lakes and grasslands in forests will be coordinately promoted as a whole and the ecological premise of Jiuzhai Valley will be maintained. We must persist in cultural and long-term development, work hard in open management of the scenic spot and industrial development, pay close attention to restoration of scenic spots facilities, enhance the level of scenic spot management capabilities, innovate the development of cultural and creative products, and accelerate the reconstruction of the tourism industry system based on modern service industries, and constantly strengthen Jiuzhai Valley’s endogenous power of development. We must adhere to laws, regulations and procedures to earnestly strengthen organizational leadership and implementation of responsibilities; party committees and governments at all levels in disaster-stricken areas must conscientiously perform their main responsibilities, play their main roles, and strictly implement relevant procedures and regulatory requirements for project implementation, and provincial-level departments must strengthen coordination and supervision and inspection to ensure the smooth progress of reconstruction tasks.

　　Governor Yin Li also went to Xinmo Village, Diexi Township, Maoxian County to investigate the situation of the restoration and reconstruction after the “6•24” Diexi mega landslide, and called for the scientific and efficient construction of rural houses, schools and roads in accordance with the plan, and synchronously plan the characterized industrial development, so as to ensure the people in the disaster area lead a better life.
