Action Plan of Chongqing Municipal People’s Government and Sichuan Provincial People’s Government Deepening the cooperation between Sichuan and Chongqing to Further Promote the Development of the Yangtze River Economic Belt (2018-2022) was signed on the 7th day of this month in Chongqing. According to it, in the next five years, Sichuan and Chongqing will deepen cooperation in 9 areas including the promotion of joint prevention, control and management of ecological environment, of infrastructure connectivity, of the construction of open channels and platforms, of regional innovation capabilities, and of industrial cooperation and co-prosperity. The two sides will also build ecological barriers along the upper reaches of the Yangtze River, promote the development of the Yangtze River Economic Belt, and strive to build the Chengdu-Chongqing City Cluster into a demonstration zone of innovative and green development and the core growth pole that leads opening up and development of the Western Region.
The joint prevention, control and management of ecological environment are the most important aspect of deepening cooperation. For that of cross-border rivers, the focus is the exploration and establishment of river monitoring information sharing mechanisms, and the piloting of inter-provincial cooperation in pollution control in river basins. We will carry out joint early warning and forecast of atmospheric heavy pollution and promote the application and implementation of the Air Pollution Prevention and Control Technology and Integration Demonstration Project in Chengdu-Chongqing region. Cooperation will also be carried out in protecting the ecology of Qinba Mountain and the Three Gorges Reservoir Area, and the two places will focus on strengthening the construction of water conservation forests and soil as well as water conservation forests in the Yangtze River, Jialing River, and Qujiang River. For the prevention and management of forest pests and diseases, forest fire, and rare and endemic fish protection in the upper reaches of the Yangtze River, a joint protection mechanism for trans-provincial cities and cities is to be established.
Promote the interconnection in infrastructure and fully opening a new situation. In terms of railways, the prophase work of the Chongqing-Kunming high-speed railway will be accelerated; the construction of its section from Chongqing to Yibin will start within this year, and the high-speed railways to the Beibu Gulf Economic Zone and the Yunnan Bridgehead will be opened. We will vigorously advance the construction of the high-speed railway along rivers of Shanghai-Wuhan-Chongqing-Chengdu. We will strive to start the construction of the project from Chengdu to Wanzhou via Dazhou, and from Chongqing’s main city to Wanzhou in 2019. In terms of highways, while improving the inter-city expressway network, the two sides will promote the cancellation of expressway toll stations at provincial highways, and strive to realize the one-card coverage for highways in both cities as soon as possible. In terms of waterways, while unblocking the channel in the upper reaches of the Yangtze River, we will vigorously promote land-water transport and open up a new passage of Dazhou-Wanzhou Port which will facilitate water transport.
In promoting the construction of open channels and platforms, the southbound channel construction cooperation of China-Singapore (Chongqing) Strategic Connectivity is a new high spot. The two places will use railways, highways, waterways, aviation and other modes of transport to reach major logistics nodes in Singapore and ASEAN from Sichuan and Chongqing via Guizhou, Guangxi Beibu Gulf and other coastal border ports, then radiating South Asia, the Middle East, Oceania and other regions effectively, so as to bridge the China-Europe Channel, the Central Asian Channel and the Yangtze River Waterway.
The improvement of regional innovation capabilities lies in military-civilian integration of scientific research and production cooperation, scientific and technological achievements transformation and agricultural science and technology cooperation. The two sides will jointly promote the innovative carrier construction and collaborative innovation and build a number of military and civilian integration industry development demonstration area including the military -civilian integration industrial park of Zhongguancun (Chongqing) and of China (Mianyang) S&T City. Enterprises, government institutions and scientific research institutions of the two cities are encouraged to carry out joint research and technology transfer in the areas of agriculture, ecological environmental protection, artificial intelligence, etc. Both parties will jointly promote the construction of a national-level “comprehensive technological service platform of Chengdu-Chongqing City Cluster”. In the area of agricultural science and technology cooperation, the research of aseptic pig technology, its supporting product research and development, and environmental protection and biogas promotion between Chongqing Academy of Animal Sciences and Sichuan Agricultural University, Chengdu Agricultural Biogas Research Institute of the Agriculture and Rural Areas Department and other research institutes and enterprises are supported.
Industrial cooperation is altogether prosperous, and the two places focus on continuity and innovation. While continuing to deepen cooperation in the Sichuan-Chongqing automotive and motorcycle industry, the two places will jointly promote key technology research and high-end product manufacturing applications in key areas of the electronic information industry, integrated circuits, information security, and new types of displays, and jointly build a western highland for artificial intelligence. “China Dental Valley” dental equipment industry base and the modern biomedical industry cluster will be jointly built, the deep processing of agricultural products in the two places will be strengthened, and the cooperation of cultural tourism to create an international cultural tourism destination will also be carried out.
In addition, the promotion of the market integration of finance and employment and the sharing of public services such as education and public health will also become an important part of the cooperation of Sichuan and Chongqing in the next five years. We will further promote the construction of the Sichuan-Chongqing Cooperation Demonstration Zone (section of Tongnan, Guang’an and Hejiang). We will support Guang’an to integrate into Chongqing’s development and promote cooperation between Sichuan and Chongqing to build equipment manufacturing, electronic information and agricultural product processing industrial parks.
