On the afternoon of May 12th, Sichuan Province held a commemoration for the 10th anniversary of the “5.12” Wenchuan earthquake in Yingxiu Town, Wenchuan County. We deeply mourned the compatriots who died in the earthquake and the heroes sacrificing themselves in the earthquake relief; we also conveyed and studied General Secretary Xi Jinping and Premier Li Keqiang’s instructions on disaster prevention and reduction; it is required that the whole province should continue to carry forward the spirit of earthquake relief and turn the gratitude for the party, our country and the people into concrete actions in all kinds of work, so as to promote the governance and prosperity of Sichuan to a new level.

　　Ms. Peng Peiyun, Former Vice Chairman of the Standing Committee of the National People’s Congress, Former Chairman of the Red Cross Society of China, Ms. Lin Zhengyue’e, Chief Executive of the Hong Kong Special Administrative Region, Mr. Zhao Zongqi, Commander of the Western Theater Command, Mr. Wu Shezhou, Political Commissar of the Western Theater Command, Mr. Zhang Xiaoming, Director of the Hong Kong and Macau Affairs Office of the State Council and Mr. Wang Zhimin, Director of the Hong Kong Liaison Office attended the commemoration. Mr. Peng Qinghua, Secretary of Sichuan Provincial Committee of the CPC, attended it and delivered a speech. Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People’s Government, presided over the commemoration. Mr. Ke Zunpin, Chairman of the Provincial CPPCC, and Mr. Deng Xiaogang, Vice Secretary of Sichuan Provincial Committee of the CPC, attended the commemoration.

　　In the epicenter Yingxiu, against green mountains and the surging Minjiang River, the seismic site of Xuankou Middle School was quiet and solemn. Time was fixed at 14:28. On the west side of the site, the Wenchuan Earthquake Memorial Wall records the huge loss caused by the earthquake and the great feats of the Chinese people’s relief efforts and reconstruction after the disaster.

　　The commemoration for the 10th anniversary of the “5•12” Wenchuan Earthquake was held here. The venue was solemn and simple. At 14:28, the time of the devastating Wenchuan earthquake occurred ten years ago, the commemoration began, and people from all walks of life stood silently facing the site, mourning the victims in this earthquake and the heroes who died in its relief.

　　Afterwards, Mr. Peng Qinghua delivered a speech, in which he lamented for the compatriots who died in the earthquake and the heroes died in the earthquake relief on behalf of the provincial party committee and the provincial people’s government, and paid homage to those who made unremitting efforts in the disaster-stricken area as well as gratitude to all ethnic groups across the country, the people’s army, people from all walks of life, Hong Kong, Macao and Taiwan compatriots, overseas compatriots, and international friends who were deeply concerned about the disaster area.

　　Mr. Peng Qinghua said the earthquake came suddenly and painstakingly ten years ago. After that, the Party Central Committee and the State Council made important instructions at the first time, quickly launched a national response of disaster relief and organized rescue and relief works with the fastest speed, the widest range of mobilization and the largest input force in the history of China, hence created the great miracle of earthquake relief. Ten years later, just like the nirvana of phoenix, the quake-hit area has been reborn. With the strong leadership of the Party Central Committee and the State Council, with the support of the people of all ethnic groups and people in all areas, the efforts of the heroic and continuous self-renewal people, the earthquake-stricken area that was once devastated has been now rejuvenated with vigor and vitality, which is a great feat of Chinese people’s dealing with natural disasters. In the past decade, Sichuan is filled with the borderless love and warmth. The CPC Central Committee and the State Council are deeply concerned about it; the people’s soldiers are always in the frontline; the fraternal provinces, districts, and cities are supporting us; the people throughout the country provide assistance; Hong Kong, Macao, Taiwan and overseas compatriots as well as international friends contribute to the fund with an open heart. The people in the disaster-stricken areas have deeply felt that the destiny of human beings is a unity, the Chinese nation stands together through storm and stress and the socialist family are extremely warm. The victory in the relief and reconstruction of Wenchuan Earthquake has fully demonstrated the great spiritual power of the Chinese nation in helping each other and coping with the difficult times, the great superiority of the socialist system with Chinese characteristics and that the Chinese Communist Party deserves to be the core of the strong leadership of the socialist cause.

　　Mr. Peng Qinghua said that at present, the development of Sichuan has already stood at a new starting point. The Party Central Committee and the State Council are very concerned about Sichuan. General Secretary Xi Jinping visited Sichuan on many occasions and made important instructions on how to deal with earthquake relief, recovery and reconstruction. In February this year, he paid a special trip to Yingxiu Town to visit and sympathize with the affected people and dedicated flowers to the compatriots who died in the earthquake and the heroes who sacrificed their lives in the earthquake relief. He emphasized that efforts should be made to promote industrial development to improve people’s livelihood and build their homes better. This time, he also sent a letter to the International Symposium on the 10th Anniversary of the Wenchuan Earthquake & the 4th International Seminar on Earthquakes. He pointed out that under the strong leadership of the Communist Party of China, the Wenchuan earthquake-stricken area has made remarkable achievements in recovery and reconstruction, providing beneficial experiences for the international community in this regard; it is required that we should adhere to the people-centered concept of development with the combination of disaster prevention and disaster relief, mainly on the former, and comprehensively improve the disaster prevention capabilities to provide a solid guarantee for the safety of people’s lives and property. Premier Li Keqiang also made important instructions and requirements. All these have provided fundamental guidance for us to improve the emergency work mechanism, enhance the comprehensive capacity for disaster prevention and disaster relief, and accelerate the development and rejuvenation of the disaster area. We must always hold high the great banner of Xi Jinping’s socialist ideology with Chinese characteristics in the new era, vigorously carry forward the great spirit of earthquake relief and reconstruction, further consolidate the “four consciousness” and enhance “four confidences”, firmly safeguard the core position of Party Central Committee of General Party Secretary Xi Jinping and the whole party, and firmly uphold the authority of the Party Central Committee with Comrade Xi Jinping as the core and the centralized and unified leadership, so as to make Sichuan’s work better. We must earnestly practice General Secretary General Jin Ping’s ardent expectations of building a better home for people; we will consolidate and enhance the achievements of restoration and reconstruction in an all-round way, and strive to realize the development and rejuvenation of the disaster area. We must conscientiously practice new development concepts, promote development of quality in a down-to-earth manner, strive for the all-round well-off society and a strong economic province, and start a new journey of modernization. We must adhere to the people-centered development philosophy, and work hard to push forward the precision poverty alleviation, solve people’s livelihood problems, and constantly enhance the people’s sense security and happiness in the province.

　　At the end of the commemoration, the song of miss began. The military leaders and people from all walks of life attending it held chrysanthemums and slowly walked toward the flower-bearing stage. They leaned deeply toward the flowers to express their feelings of missing.

　　On the same day, relevant leaders and responsible officials also visited the exhibition of the development and revitalization of the disaster area and comprehensively reviewed the grand practices and historical process of post-disaster restoration and reconstruction, assistance in construction, and development and rejuvenation of the disaster area.

　　Leaders of relevant ministries and commissions of the Central Government, delegations of the Hong Kong Special Administrative Region Government and Macao Special Administrative Region, heads of 18 counterpart assisting provinces and municipalities, Western Theater Command, heads of Western Theater Air Forces, the 77th Army Corps of ground force, Provincial Military Command, Armed Police Sichuan Provincial Corps and Officers College of PAP, ambassadors to China from Russia in Russia, Vietnam, Tajikistan, Nepal, Canada, Senegal, Spain, and Iceland, Consul Generals of some foreign countries in Chengdu and Chongqing, leaders of the Provincial Committee, Provincial People’s Congress, Provincial People’s Government, and Provincial People’s Political Consultative Conference, representatives of people from all walks of life in the disaster areas participated in the commemoration and visits.
