On the morning of December 3rd, the Groundbreaking Ceremony for the Major Projects of the Fourth Quarter of 2018 and of the “Three Major Obstacles” Facing Pollution Prevention and Control was held in Sichuan Province. Mr. Peng Qinghua, Secretary of Sichuan Provincial Committee of the CPC, attended the ceremony and announced the commencement of construction. Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, delivered a speech.
Before the Groundbreaking Ceremony, Mr. Peng Qinghua and Mr. Yin Li listened to the reports given by some responsible provincial and municipal leaders for the fourth-quarter major projects in the province and Chengdu, and the important projects of the "three major obstacles" facing pollution prevention and control in the whole province, and concerning the progress of the extension line construction in Tianfu Avenue.
Mr. Wang Ning, member of the Standing Committee of the Sichuan Provincial Party Committee of CPC and Vice Governor of People’s Government of Sichuan Province, presided over the ceremony and introduced the information of these major projects. Mr. Yang Hongbo, Vice Governor of People’s Government of Sichuan Province, introduced the project of “Three Major Obstacles” facing pollution prevention and control in the province through video at the sub-venue; Mr. Fan Ruiping, member of the Standing Committee of the Sichuan Provincial Party Committee of CPC and Secretary of the Chengdu Municipal Committee, introduced the projects of Chengdu; Main responsible comrades of Deyang, Suining, Nanchong and Yibin cities introduced the relevant projects in their regions through videos.
Mr. Yin Li delivered a speech at the groundbreaking ceremony. He stressed that all units and departments across the province should guide their moves by emerged problems, development and goals, and work to strengthen their areas of weaknesses, expand effective investment, and drive the high-quality development of Sichuan with high-level major project construction. It is necessary to highlight the investment in infrastructure and continuously He put forward four requirements for us to follow: First, we should attract investment through infrastructure construction, so as to make a solid the foundation for building a strong economy; Second, we should attract investment through industry development, so as to accelerate the construction of a "5+1" modern industrial system; Third, we should attract investment through improving people's livelihood, so as to enhance the sense of wellbeing for the masses; Fourth, we should attract investment through green development by launching key projects for pollution prevention and control, so as to build a more beautiful Sichuan. Provincial departments and cities (prefectures) should enhance their sense of responsibility and urgency and work to strengthen the overall coordination of projects, provide service guarantee for land, capital, environmental capacity, and coal, electricity oil and gas supply, and strengthen supervision and inspection of project quality and safety production. The responsible units for each project must do back scheduling and follow the worked out schedule, and strive to complete the project and bring about tangible benefits as soon as possible.

The main venue of the groundbreaking ceremony was the construction site of the north extension line of the Tianfu Avenue in Xindu District of Chengdu. A total of 1,560 major projects kicked off on that day, mainly involving major infrastructure construction, characteristic industry development, people's livelihood and social undertakings, and ecological environmental protection.
