On December 24th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the 19th executive meeting of the People’s Government of Sichuan Province. During the meeting, a film warning the officials against the environmental pollution of the Yangtze River Economic Belt was shown, and the important instructions of the leading group for promoting the development of the Yangtze River Economic Belt were conveyed.A package of implementation plans to strengthen environmental protection of Sichuan, and to deliver solidresults for pollution prevention and control.Key tasks concerning economic development, improvement of people's livelihood and project launch in 2019 were studied.

　　In the meeting, officialscalled for all-out efforts to implement the guiding spirit ofGeneral Secretary Xi Jinping's ecological civilization and his important instructions made at the symposium on promoting the development of the Yangtze River Economic Belt. Officials should shoulder the responsibility of environmental protection across the board and make determined resolution to address the issues exposed by the film and some other related key problems. Long-term mechanismsshould be established and improved to build strong the ecological barrier in the upper reaches of the Yangtze River.

　　In the meeting,9 measures were passed, including the campaign of restoring the blue sky in Sichuan Province, bringing back the clear water, protecting and repairingareas in need of such maintenanceof the Yangtze River, effectively treatment ofpolluted and foul water in the city, providing safedrinking water, putting in place infrastructures for environment protection,taking tough measures to combat agricultural and rural pollution, improving the access mechanism into ecological environment to promote green development,and punishing enterprises that “go against the overall urban planning, land usage, and industrial distribution; that violate laws and regulations by discharging waste water, gas and residue willfully; and that are engaged inillegal construction, production and operation, and the practice of employing idle facilities for agricultural housing, education, farmhouses and other non-industrial buildings".Overall requirements, objectives, priorities and safeguard measures have all been clarified.

　　The meeting called for all departments in the province to further improve their political positions, maintain political integrity, think in terms of the big picture, follow the leadership core, and keep in alignment with the central Party leadership. They shouldbe alerted and determined to supervise implementation and enforcement with increased efforts, speedy governance measures, and accelerated steps. They should have the confidenceto secure landmark achievements in pollution prevention and control, so as to drive high-qualitydevelopment with improved ecological environment.

　　In 2019, there are 700 key projects launched in the province, involving areas of infrastructure, major industries and innovation platforms, major livelihood projects and social undertakings, as well as major ecological construction and environmental protection. The total investment is projected to be more than 4.6 trillion yuan, with the annual investment expected to exceed 570 billion yuan.Among them, 291 projects are related to private investment, with a total planned investment of over 1.2 trillion yuan.

　　In the meeting,theManagement Regulations for the Safety of High-speed Railway in Sichuan Province was passed. It has clarified certain responsibilities of railway supervision and administration institutions, local governments and railway transportation enterprises. It has also laid out detailed regulations regarding demarcation procedures, safety protection measures and railway and local cooperation for the safety protection zones of high-speed railway.
