The “13th Five-Year Plan” for the Development of the Five Major Economic Zones Will Be Revised

  On December 12th, the reporter learned from the briefing conference of the Fourth Plenary Session of the 11th Provincial Committee of the Communist Party of China that in order to better match with the development strategy of “one main area and multiple auxiliaries”, Sichuan Province will revise the “13th Five-Year Plan” for the development of the five major economic zones.

  "In line with the decisions and deployments of the Third Plenary Session of the 11th Provincial Party Committee, this revision includes adjustments to the goals, orientation, and priorities of development as well as the safeguard measures of various regions. In addition, it has strengthened support toward projects and further optimized the spatial distribution of economic zones." At the press conference, Mr. Deng Changjin, member of the party committee and vice Director of the Provincial Commission of Development and Reform, introduced the background and characteristics of the revision.

  He further introduced that the Chengdu Plain Economic Zone is to build “one core, one circle, two axes and three areas”, namely the core for Chengdu's development; the economic circle surrounding Chengdu; the development axis of Chengdu and Chongqing, and that of Chengdu, Deyang, Miangyang, Meishan, and Leshan; the Tianfu New Area of Sichuan, the comprehensive pilot area for innovation and reform involving Chengdu, Deyang, and Miangyang, and China (Sichuan) Pilot Free Trade Zone; the South Sichuan Economic Zone is to build "one circle, three areas and three belts", namely the south Sichuan metropolitan circle, the Neijiang and Zigong metropolitan area, the Yibin metropolitan area, the Luzhou metropolitan area, the Yangtze River Development Belt, the Neijiang-Luzhou Development Belt, and the Neijiang-Zigong-Yibin Development Belt; the Northeast Sichuan Economic Zone is to build “two cores and three zones”, the two cores namely refer to Nanchong and Dazhou, three belts to Nanda Development Zone, Guang’an-Bazhong-Dazhou Development Zone, and Jialing River Development Zone; The Panxi Economic Zone is to build “one zone, two cores and two belts”, namely, the national strategic pilot zone for resource, innovation and development, Panzhihua City, Xichang City, Anning River Valley Development Belt, and the Jinsha River Development Belt; Sichuan Northwest Ecological Demonstration Zone will attach great importance to the holistic tourism destination, ecological construction and protection, and ecological economy.

  According to his introduction, such spatial distribution closely follows the goal of coordinated development in the region. For example, the Chengdu Plain Economic Zone relies on the “transportation axis” to construct the two “economic axes” of “Chengdu-Chongqing Development Axis and Chengdu-Deyang-Mianyang-Meishan-Leshan Development Axis”. The point of that is to drive development and inject more momentums. We are to boost the "economy by building axes", break the barriers of the administrative regions by cooperating with governments at all levels, in an effort to bring about the free flow of production factors, and allow genuine interaction to take place across regions. The construction of the Neijiang-Zigong metropolitan area of the South Sichuan Economic Zone is to promote the urban integration of Neijiang and Zigong.

  “Building a new pattern of regional development featuring 'one main area and multiple auxiliaries and coordinated development among five areas', we must write a magnificent chapter around the word 'coordination'. While highlighting the layout of regional spatial distribution, the provincial party committee will further coordinate the allocation of major productive forces to improve the regional collaboration of industries and to stimulate the development vitality of the whole region." Mr. Deng Changjin said.
