On December 6th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the special conference to promote the development of small and medium-sized enterprises and the private economy. He demanded all departments of the province to implement the instructions conveyed in the important speeches of General Secretary Xi Jinping at the symposium for private enterprises, and to carry out the deployments laid out at the conference for the healthy development of the private economy in our province. He urged us to enforce policies and measures in a strict manner, improve the business environment, and solve practical difficulties, so as to ensure the high-quality development of small and medium-sized enterprises and the healthy development of the private economy.

　　Mr. Yin Li listened to the report on the progress of the relevant work of the Provincial Bureau of Market Supervision, the Provincial Department of Economic and Information Technology, and the Provincial Bureau of Economic Cooperation, he then emphasized that the opinions on promoting the healthy development of the private economy issued by the provincial party committee and the provincial government intend to address the deep-rooted barriers and obstacles facing the development of SMEs and private enterprises. Therefore, all localities and departments across the province should take resolute measures to pave the "last mile" that is hindering the launch of favorable policies and measures to deliver real benefits. We should make detailed division of tasks and see to it that these tasks are carried out accordingly, which require us to formulate plans to promote the implementation of these tasks in accordance with the work division and to put in place a better evaluation system on top of the functions and responsibilities of relevant departments; we should strengthen support to industries and see to it that these support measures are applied accordingly, which would enable us to create favorable conditions for SMEs to attract industrial investment and promote industrial development, as such, we are to cultivate a group of "specialized and unique" enterprises and provide impetus to the independent innovation and high-end transformation of "small giants" enterprises; We should offer more services and see to it that these services have offered them with tangible benefits, which requires us to establish a system for the leading cadres to contact key private enterprises and industry associations, so as to help them solve problems and real obstacles, bring about close connection between banks and enterprises, empower financial institutions to serve SMEs in a more efficient and fair way, strengthen factor protection, and reduce the cost of electricity, land use and logistics for enterprises. The business environment represents the soil for the survival and development of enterprises. All departments in the province should take the initiative to benchmark against the evaluation factors and systems employed by our state for the business environment. We should formulate measures to strengthen the areas of weaknesses, continue to deepen the reform of “streamlining administration, delegating powers and improving services”, improve the business environment, and boost the confidence and expectations of the development of SMEs and private enterprises. All of these acts would help stimulate the vitality of the economy in Sichuan Province.

　　Mr. Yin Li demanded that all departments of the province should strive to strengthen the organization and leadership of the private economy, and give full play to the overall coordination function of the two offices of leading groups for the work of private economy and the promotion of SMEs. He also urged us to sort out, evaluate and improve these support policies and measures, and conduct more careful supervision over the implementation of such measures and policies. All relevant departments must fulfill their functions and responsibilities regarding giving due support for the development of SMEs, so as to form a strong synergy between the healthier development of the private economy and that of SMEs.
