On November 5th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the 16th executive meeting to convey the spirit of the important instructions of General Secretary Xi Jinping and Premier Li Keqiang, as well as the condensed spirit of the recent meeting of the Party Central Committee and the State Council, and to study work deployments related to encourage entrepreneurs such as workers, college students, and demobilized military personnel to start businesses in rural areas and related to promote the high-quality development of the bamboo industry.

　　The spirit of the important instructions of General Secretary Xi Jinping and Premier Li Keqiang has permeated the whole meeting. Against that backdrop, key task deployments concerning the construction of the Pilot Free Trade Zone, the healthy development of private economy, mass innovation and entrepreneurship, and strengthening areas of weaknesses in infrastructure were made in the meeting.

　　In the meeting, the Twenty-two Measures to Encourage Entrepreneurship in Rural Areas was passed. It has decreed preferential policies providing whole support from establishment to successful launching for entrepreneurship initiated by those including migrant workers, college students and demobilized veterans in rural areas. It has guaranteed full coverage of policy support throughout the entrepreneurial process, which includes establishing a clear boundary of rural entrepreneurship projects and granting preferential treatment and rewards according to local investment promotion policies, setting aside a special fund to support entrepreneurship in rural townships, building more concentrated development zones and industrial parks for rural entrepreneurial projects to engage in public rental housing according to local conditions, and encouraging rural areas to pledge theirs “three rights”, namely contracted land management rights, peasant housing property rights, and the land use rights of rural collective construction areas, to finance pilot projects of entrepreneurs in counties (cities or districts). In this way, the special training for those who have returned or headed for rural areas to launch their businesses, and the training programs for entrepreneurial leaders are to be delivered as promised.

　　Before the executive meeting, Mr. Lei Shijie, Vice Director of the Department of Organization of the Provincial Party Committee and Director of the Provincial Commission Office of Public Sectors Reform, expounded how to do a good job in promoting the reform and upgradation of the organization through the "Three Fixed Quotas" mechanism.
