On the morning of November 21st, the Sichuan provincial party committee and the provincial government held a meeting in Chengdu which centers on implementing the development strategy of "One Main Area and Multiple Auxiliaries", and on promoting the coordinated development of the Panxi Economic Zone in the northeast of Sichuan and the Sichuan Ecological Demonstration Zone in the northwest of Sichuan. Mr. Peng Qinghua, Secretary of Sichuan Provincial Committee of the CPC, and head of the provincial leading group for regional coordinated development promotion, attended the meeting and delivered a speech. He stressed the necessity to stick to the Xi Jinping Thought for a new era of socialism with Chinese characteristics, carry out to the letter the major policies of the Party Central Committee and the requirements of the Third Plenary Session of the 11th Provincial Party Committee. He urged us to highlight functional positioning, give play to comparative advantages, formulate new matching mechanisms, promote the optimal allocation of various factors and resources, accelerate the creation of distinctive regional economic sectors, promote the common prosperity of the four major areas, and achieve all-round well-off standard of living.

　　Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, and Executive Vice Director of the leading group, presided over the meeting and put forward requirements for implementing the important instructions of the meeting. Mr. Ke Zunping, Chairman of the Provincial Political Consultative Conference and Vice Director of the Leading Group, Mr. Deng Xiaogang, Vice Secretary of the Provincial Party Committee and Vice Director of the leading group, attended the meeting.

　　In his speech, Mr. Peng Qinghua pointed out that the implementation of the "One Main Area and Multiple Auxiliaries" development strategy is a major decision made by our officials which aims at delivering the important instructions of General Secretary Xi Jinping on the work of Sichuan and on improving coordinated development. The South Sichuan, Northeast Sichuan, Panxi Economic Zone and Northwest Sichuan Ecological Demonstration Zone together take up more than 80% of the province total land coverage, and over 50% of the total population, with their overall economic output approaching 40% of the total. They hold sway in the regional coordinated development pattern of the province, but they are still seized by slow urbanization and industrialization pace, and small economic aggregate of individual cities. At present and going forward, we shall promote the coordinated development of the four major areas, by launching the new development concept and focusing on the biggest reality of imbalanced development and undeveloped regions. We are to gain mutual benefits from competition, show our advantages in dislocation development, and gather essential elements in opening-up. That is how we can work together to build a new pattern of regional development in the province, and secure greater progress in the governance of the country.

　　Mr. Peng Qinghua pointed out that we should drive the coordinated development of the four major areas with further optimized regional distribution, matching economic zones to urban cities, and consolidated support for coordinated development. We need to take a holistic approach to adjust the planning of land, establish a corresponding mechanism, and integrate multiple regulations to form a “blueprint” for the province's land space. We should ensure coordinated development for cities of different scales, cultivate regional hub cities, promote urban integration for cities with favorable conditions and coordinated development of neighboring counties with large populations. We should look at the big picture for the development of county economy, and provide more classifications and guidance, so as to make the county economy distinctive, special, and sustainable, and to foster a dynamic and competitive environment in which every county strives to secure better development.

　　Mr. Peng Qinghua remarked that the four major areas enjoy slightly varied natural endowments, different resources. In addition, they also differ in the trajectory of history and development stages. We must take a reality oriented approach to promote coordinated development, and target at the work which we are able to accomplish at present and which would be valuable in the long run. We must see to it that major breakthroughs are put in place as we work to strengthen the coordinated development in areas of erecting open channels, building a modern industrial system, improving the industry of cultural tourism, transforming superior resources, optimizing the layout of water resources, strengthening environmental protection, and improving areas of weaknesses in public services.

　　Mr. Peng Qinghua emphasized the necessity to formulate new policies, especially those concerning market-oriented operation, platform-based cooperation, project-oriented promotion, and mechanism-based win-win outcome. We shall improve the benefit-sharing mechanisms for cooperation projects and the coordinated promotion mechanisms for major projects. We need to integrate the advantages of existing cooperation platforms to jointly create a number of specialized trans-area and home cooperation platforms for investment, financing, technological innovation, and talent recruitment. That is how we can secure the coordinated development of the four major areas.

　　At the meeting, the conveners of the joint conference from the four major areas delivered reports on the progress achieved during the implementation of the “One Main Area and Multiple Auxiliaries” development strategy and the promotion of regional coordinated development. Main responsible comrades of Sichuan Provincial Commission of Development and Reform, Department of Economy and Information Technology, Department of Housing and Urban-Rural Construction, and Department of Transportation exchanged views and opinions. Relevant provincial departments, enterprises and relevant cities (prefectures) of the four major areas have signed many trans-area and home cooperation agreements.
