On November 19th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the 17th executive meeting to convey the spirit of the important instructions of General Secretary Xi Jinping, as well as the condensed spirit of the recent meeting of the Party Central Committee and the State Council, and to study work deployments related to environment protection.

　　In the meeting, the notice of criticism regarding illegal villas built in Xi'an in the north of Qinling Mountains was circulated, which required the government departments to learn from their lessons and repeat that blunder. All departments across the province must implement Xi Jinping Thought for a new era of socialism with Chinese characteristics and the decisions and deployments of the Party Central Committee, strengthen political leadership over every day work, abide by the party's discipline and rules, and practice "Four Consciousness" and uphold "Two Leaderships". We must carry out the important guiding principles of General Secretary Xi Jinping on the work of Sichuan, further promote the high-quality economic development in the province and maintain social harmony and stability. In the meeting, officials emphasized that we should implement to the letter our political responsibility for environmental protection, carry out a comprehensive investigation of the construction and management of key projects such as nature reserves, and take targeted measures to tackle the existing problems. We exercise zero tolerance over lack of control, and aim at improving the overall ecological construction and protection in the whole province.

　　In the meeting, reports from the Supervision Office for Environmental Protection of the Central Government on the environmental pollutions of the phosphogypsum yard in Mianyang City of Sichuan Province was delivered, and its corresponding corrective measures were discussed. Officials pointed out in the meeting that we should push the Supervision Office for Environmental Protection of the Central Government to find environmental problems and remedy them accordingly, so as to address our areas of weaknesses in ecological construction and environmental protection. They instructed the Mianyang Municipal Government to rectify these problems with effective measures, and the relevant provincial departments should devote more efforts in supervision and guidance for greater practical results. All departments in the province should take innovative measures against old experiences, and investigate into the existing problems in the rectification work of the Supervision Office for Environmental Protection in this area. They should contribute more to the rectification work, and exercise zero tolerance for perfunctory performance and deceit of both superiors and subordinates. In the meeting, the feedback from the fifth environmental supervision of the State Council regarding the environmental protection work in Sichuan Province was conveyed, and deployments were made to address the suggested problems. The industrial concentration zone of Shunqing District of Nanchong City has been identified as a provincial level high-tech industrial park.

　　Before the executive meeting, Mr. Sima Xianglin, a professor at the China University of Political Science and Law and president of the Sichuan Association for Economy and Law Research, expounded the significance of government procurement to the adjustment of industrial mix and risk prevention.
