Recently, the General Office of People’s Government of Sichuan Province has issued the Twenty-Two Measures to Encourage People to Return or Move to Rural Areas to Start Businesses, which has provided policy support for businesses startups in rural areas like small and micro enterprises, offered rewards for entrepreneurs that have secured more than 60 mu of land transfer, and set up a support fund for people who want to start businesses in rural areas... This would further increase policy support for migrant workers, college students and demobilized military personnel who want to return or move to the countryside to start businesses. This would also help improve the entrepreneurial environment in the rural areas of our province, and promote the in-depth development of rural entrepreneurship.

　　The 22 measures cover the overall process of starting business in rural areas from initial establishment to successful launch by those migrant workers, college students and demobilized military personnel who have returned or moved to the countryside. These measures focus on improving the subject of liability for entrepreneurship work, providing more driving factors for entrepreneurships, ensuring factor protection, financial credit, financial support, talent support, and entrepreneurial services, as well as fostering a favorable environment for business startups. In this way, 22 support measures for starting businesses have been formulated and refined targeting at aspects such as licenses, land supply, platform construction, financial support, financial guarantees, entrepreneurial services, demonstration zones, and commendations.

　　Among them, in terms of improving the subject of liability for entrepreneurship work, these measures have made it clear that the work of governments to encourage people to return or move to rural areas to start businesses will be considered in their performance appraisal, which was done to rest the subject of liability on county-level governments. In terms of strengthening the protection of basic elements, these measures have made it clear that entrepreneurs can enjoy preferential treatment when their land transfer have reached more than 60 mu, farmers who have large scale of land of over 30 mu can enjoy subsidies according to the regulations, and innovative industrial parks established by programs of rural areas can be granted with funds and awards. In terms of financial credit services, credit villages and credit parks are established; and guaranteed loans and guarantee-free mechanisms is recommended for entrepreneurs. In terms of increasing financial support, support funds were established, which clarified that cities and counties with favorable conditions can set up venture capital funds through financial investment to guide social capital investment. In terms of talent support, special action and leader cultivation program were implemented to train entrepreneurial personnel, and support was given for the establishment of master studios for those who have returned or moved to rural townships. In terms of fostering an enabling social environment that supports entrepreneurship, activities in the provincial-level rural entrepreneurship demonstration cities (prefectures), counties (cities, districts) and demonstration parks (incubation parks) will be launched according to regulations, outstanding provinces and entities will be selected and commended, so as to further motivate the entrepreneurship trend by those who have returned or moved to rural areas.
