On September 28th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the video teleconference for the bimonthly analysis and scheduling of economic operation of the People’s Government of Sichuan Province, during which he emphasized the need to thoroughly implement the important instructions of General Secretary Xi Jinping on the work of Sichuan and to precisely grasp the current economic situation, take the initiative to deliver hard works and fine works, so as to promote the high-quality development of Sichuan Province underpinned by project investment.

　　The Development and Reform Commission of Sichuan Province delivered a report to brief the progress of investment and key projects in Sichuan from January to August of this year. The Sichuan Provincial State-owned Assets Supervision and Administration Commission delivered a report to brief the progress made by state-owned platforms in implementing key projects in the province. Chengdu, Mianyang, Yibin, Dazhou and the Airport Group of Sichuan have exchanged views and ideas on investment and key project construction.

　　Mr. Yin Li stressed that all departments of the province should implement in-depth the requirements of the Party Central Committee and the State Council on stabilizing employment, finance, foreign trade, foreign funds, investment, and expectations to further enhance the responsibility and urgency for these works; and that all departments of the province should follow the pattern of project investment to promote major projects and expand effective investment in line with the mechanism of "four separate batches" so as to seek progress while maintaining stability in the economy of Sichuan Province. We must uphold unswervingly the development requirements of encouraging, supporting, guiding, and protecting the private economy, focus on fostering a sound social environment, reduce taxes and fees by a large proportion, and strive to crack the obstacles and problems that restrict the development of private economy, so as to fully mobilize the public to participant in private investment. He urged us to increase efforts in improving the weak points of infrastructures, implement the comprehensive transportation projects such as railways, aviation, highways and waterways, and expedite major projects in constructing urban facilities as well as water and energy conservancy. He bade us to devote more efforts in constructing the "5+1" modern industrial system, and seize the juncture of perfecting the industrial chain to upgrade the level of industrial and technological innovation, further improve the industrial ecology, and form modern industrial clusters as soon as possible. He told us to implement major projects which aim at protecting the ecology and environment, launch key projects such as sand control and prevention in the Northwest Sichuan as well as projects for the prevention and control of atmosphere, water and soil pollution. In addition, we should also deepen the project management of major geological hazards, and accelerate the construction of a new generation of monitoring and warning system for geological disasters. We must do a good job in revitalizing rural areas and improving people's livelihood and social undertakings. We should see to it that a number of key projects with strong driving forces are carried out in light of the "five revitalization" to promote 22 special projects for poverty alleviation of the year, 10 projects related to people's livelihood, and 20 projects concerning people's wellbeing and current affairs. We should deepen the reform of "streamlining administration, delegating powers and improving services" to optimize the business environment, and further simplify administration and decentralization of powers. We should deepen the reform that advocates "maximum errand for all", implement across-the-board the "Internet + government services", and establish a mechanism for tracing responsibility and allotting punishment for governments. We must rectify the market order with determined efforts, carry out in-depth special campaigns to eliminate evils, enhance the efforts of law enforcement for inspection and rectification in the tourism market, and strengthen prevention and control of financial risks, so as to maintain the smooth operation of the consumer market. We should strengthen overall coordination, supervision and assessment, increase protection of factors, improve coordination mechanisms, and implement responsibilities in a strict manner, in an effort to consolidate the effectiveness of project investment.

　　Mr. Yin Li emphasized that as the "National Day" holiday is approaching, relevant departments across the province should guarantee the fulfillment of their duties, secure the implementation measures concerning safety production and risk prevention to ensure that the people can have a safe and peaceful holiday.

　　Mr. Wang Ning, member of the Standing Committee of the Provincial Party Committee and Vice Governor of People’s Government of Sichuan Province, presided over the conference. Relevant provincial departments, heads of municipal and county governments, and responsible persons of key enterprises attended the conference at the main venue in Chengdu or at various sub-venues.
