Mr. Yin Li Presiding over the 13th Executive Meeting of the People’s Government of Sichuan Province

  On September 28th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, presided over the 13th executive meeting to convey the important instructions of the recent meeting of the Party Central Committee and the State Council, to hear the report on the 17th Western China International Fair, and to study key works related to science and technology innovation as well as rural revitalization.

  In the meeting, the Reform Proposal for Deepening the Award System of Science and Technology in Sichuan Province was passed. The Proposal clarified 28 reform issues which encompass 8 aspects, namely to broaden the channels of nomination, improve the quality of rewards, encourage personnel concerned to devote themselves to research, improve the system for publicity, build a sound credit system, perfect the management by experts, promote value-oriented efforts, and encourages non-governmental forces to set up prizes. The Proposal proposed that we should establish as soon as possible a reward mechanism for science and technology that encourages independent innovation, highlights transformational orientation, and advocates transparency, fairness and justice; we should build a reward system for science and technology that conforms to the development context of Sichuan Province and the patterns of science and technology to further mobilize the whole society to engage in innovation and entrepreneurship and inject strong momentum and vitality into promoting progress of science and technology and transforming innovation and development across the board.

  In the meeting, 11 good Samaritans and 3 groups were awarded for their righteous and courageous deeds.

  The meeting also studied other matters. Before the executive meeting, Professor Tang Qingli of Southwestern University of Finance and Economics expounded the construction of the law-based government in an era of Internet plus big data.
