On October 11th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, conducted field investigation in Mianyang and Deyang, during which he underlined the necessity to implement in-depth the deployments of the Third Plenary Session of the Eleventh Central Committee of the Provincial Party Committee to build a new development pattern featuring “one main area and multiple auxiliaries, and coordinated development among five areas”. This will further help free our minds, deepen reforms, as well as strengthen overall planning, coordination and work implementation to promote the coordinated development of the Chengdu Plain Economic Zone, and to lead the high-quality development in the province.

　　Mr. Yin Li went to Jinji Town of Yanting County to gain a picture of the works related to passing on and promoting the ancient cultures as well as works related to the integration of cultures and tourism. He hoped that the local government would continue to protect and utilize its unique resources and to improve the level and effectiveness of industrial integration. He also went to others places, for instance, the industrial park of fisheries in the western part of Yanting County, and Juehui Village of Jiexing Town, Zhongjiang County, to keep tracks of works related to rural revitalization. He hoped these places to keep a close eye on market demands, highlight their features, and get used to the local conditions. By doing so, they could be able to develop modern agriculture, and promote the integration of primary, secondary and tertiary industries while strengthening ecological protection and pursuing green sustainable development. Mr. Yin Li visited the Yingji Biomass Energy Development Company, Sichuan Ruiteng Electronics Corporation Limited and Kaida Door Industry Corporation Limited, during which he learnt their conditions of production and operation and encouraged them to make full use of modern technology as a means to optimize their production processes, efficiency and product quality. In this way, they would enhance their competitiveness in the market. Mr. Yin Li also supervised the progression of key projects such as Chengdu Ring Expressway from Deyang to Jianyang. He requested relevant officials to strengthen the protection of factors, and accelerate the construction progress while ensuring quality and safety, so as to secure early results. He also went to the Industrial Parks of Yanting County to check the rectification procedures for issues raised related to environmental protection, and urged officials to assume their responsibility with more discipline, strengthen supervision, and won over the trust of the people with real improvement and results.

　　During the investigation, Mr. Yin Li listened to the reports on implementing the development strategy of “one main area and multiple auxiliaries” in Mianyang City and Deyang City, and on accelerating the development of the Chengdu Plain Economic Zone and the promotion of work related to steady growth. He stressed that the Chengdu Plain Economic Zone should think in big-picture with problem-orientated and goal-orientated pattern, and see to it that the major works related to the perfect match of planning, traffic connectivity, opening and integration of data, coordinated development of industries, synergized flourishment of opening-up, optimization of business environment, co-construction and sharing of public services, and joint prevention and control of environmental pollutions. The zone should find and give full play to its comparative advantages to achieve high-quality development, thus enabling it to make greater contributions to the transformative, innovative and upgraded development of Sichuan Province. At present, all parties of the province should do a solid job to secure economic stability and growth, and take well-targeted measures to solve problems encountered in economic operations and project promotion, and see to it that the key tasks such as industrial transformation, investment injection, and consumption upgrading have been carried out and achieved effective results, and make sure the goals and tasks of the year are concluded.
