On October 9th, the 2018 National Mass Innovation and Entrepreneurship Week officially kicked off in Chengdu.

　　Mr. Li Keqiang, member of the Standing Committee of the Political Bureau of the Central Committee of the CPC and Premier of the State Council, gave important instructions. The instructions read: In recent years, under the joint efforts of all parties, the “Mass Innovation and Entrepreneurship” has flourished and played a positive role in tapping innovation potentials, market vitality and employment expansion. Against the backdrop of the new situation, we should make Xi Jinping Thought for a new era of socialism with Chinese characteristics as the guide, which will help us in implementing the decisions and deployments of the Party Central Committee and the State Council, and in carrying out the innovation-driven development strategy in accordance with the requirements for high-quality development, and in our continued push for the "Mass Innovation and Entrepreneurship". We should further deepen the reform of “streamlining administration, delegating powers and improving services”, improve the systems for property rights protection, and create an ecosystem for entrepreneurship and innovation that is market-oriented, law-based, and internationalized for all types of market entities. We shall enhance the service capacity of the industrial Internet platform, promote the healthy development of "Internet + people's livelihood", improve public services, and release the infinite creativity of the public. This will lay a firmer foundation for us to accelerate the cultivation of new growth drivers and improve the innovation and competitiveness of China's economy.

　　Mr. Han Zheng, member of the Standing Committee of the Political Bureau of the Central Committee of the CPC and Vice Premier of the State Council, attended the launching ceremony and delivered a speech. Mr. He Lifeng, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Director of the National Development and Reform Commission, read out the instructions of Premier Li Keqiang and presided over the launching ceremony. Mr. Wan Gang, Vice Chairman of the CPPCC National Committee and Chairman of the China Association for Science and Technology, attended the ceremony. Mr. Peng Qinghua, Secretary of Sichuan Provincial Committee of the CPC, delivered a speech. Mr. Ding Xuedong, Executive Deputy Secretary-General of the State Council, Mr. Jin Zhuanglong, Executive Deputy Director of the Central Military-civilian Integration Development Committee Office, Mr. Huai Jinpeng, Secretary and Executive Vice Chairman of the Party Committee of the China Association for Science and Technology, and Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of People’s Government of Sichuan Province, attended the ceremony.

　　In his speech, Mr. Han Zheng pointed out that China's economy has shifted from high-speed growth to high-quality development. Under the guidance of Xi Jinping Thought for a new era of socialism with Chinese characteristics, we must implement an innovation-driven development strategy, and transform old growth drivers into new ones. In this way, we will promote the stable development of economy.

　　Mr. Han Zheng stressed that efforts should be made to optimize the development environment, issue a unified national negative list for market access as soon as possible, simplify rapidly the procedures for the cancellation and registration of enterprises, and to build an overall credit supervision mechanism. We must strengthen development momentums, increase fiscal and taxation policy support, improve financial services, and establish a management system for intellectual property. We should fully utilize the fruits of entrepreneurship to drive employment, as well as encourage and support more social entities to participate in innovation and entrepreneurship. We shall make it our priority to strengthen the leading role of scientific and technological innovation to accelerate the construction of innovation platforms like innovation centers for national industries and technologies, in an effort to transform the achievements of scientific research and transfer the developed technologies in universities. Efforts should be made to improve the service capabilities of innovative and entrepreneurial platforms, and to guide them advance towards specialization and refinement.

　　Mr. Han Zheng said that we shall remain committed to the "Four Consciousness" and uphold the "Four Confidences" to unite more closely around the Party Central Committee with Comrade Xi Jinping as the core, and forge ahead with more determined effort. We will implement in-depth the innovation-driven development strategy and make new contributions to accomplishing the Chinese dream of building a well-off society and realizing the great rejuvenation of the Chinese nation.

　　In his speech, Mr. Peng Qinghua welcomed the guests and expressed his congratulations on behalf of the provincial party committee and government to the successful initiation of the "Mass Innovation and Entrepreneurship Week". Mr. Peng Qinghua said that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has made major arrangements for implementing the innovation-driven development strategy which has secured tremendous achievements in promoting the innovation and development of China. General Secretary Xi Jinping gave important instructions on the innovative development of Sichuan during his visit to Sichuan on the eve of the Spring Festival this year. Premier Li Keqiang made important instructions on this "Mass Innovation and Entrepreneurship Week", which fully reflected the attention and support of the Party Central Committee and the State Council for Sichuan. Sichuan is a major province in terms of economy, science, education, and military industry. It plays an important role in the launch of the national innovation-driven development strategy. In recent years, we have committed to the Xi Jinping Thought for a new era of socialism with Chinese characteristics, seized the opportunities of trial reforms for all-round innovation and entrepreneurship which have been flourishing in the land of Sichuan. Themed on “High Level Innovation and Entrepreneurship for High Quality Development”, this year’s theme week will surely be a grand event for innovation and entrepreneurship in a new era. We will foster a sound environment for “mass innovation and entrepreneurship” that embraces integration, coordination and sharing, create market orders for fair competition, forge favorable conditions to promote the high-quality development of innovation and entrepreneurship. In this way, we could compose a new chapter in Sichuan’s development together with domestic and overseas enterprises and innovative talents.

　　At the ceremony, Mr. Han Zheng and six other representatives of innovative entrepreneurs jointly announced the opening of the “Mass Innovation and Entrepreneurship” theme week. Mr. Liu Yonghao, representatives of innovative entrepreneurs and Chairman of the New Hope Group, delivered a speech. After the ceremony, Mr. Han Zheng visited the exhibition hall of innovation and entrepreneurship and exchanges views with heads of exhibitors.
