Recently, 16 departments including Sichuan Development and Reform Commission and Sichuan Provincial Economic and Information Commission, have issued Interim Measures on Operation and Management of Online Examination, Approval and Supervision Platform for Investment Projects in Sichuan Province. The platform has begun to operate formally from its trail.

　　It is reported that the online platform, consisting of three levels network platform---province, city (prefecture) and county (city, district), is a comprehensive management and service platform of fixed asset investment which is built by provincial departments based on the Internet and Sichuan e-government’s outer net. It is stipulated that relevant government departments at or above county level should carry out comprehensive consulting services, parallel examination and approval, information disclosure and collaborative supervision through the online platform, and strengthen regulationand management during and after each affair under social supervision. The platform is suitable for the examination and approval, supervision as well as service of all kinds of projects in the whole province (including governmental investment projects which should be examined and approved as well as enterprises investment projects which should be approved or filed).

　　It is worth noting that the online platform also sets up a record of abnormal credit and a “blacklist” of projects and connect itself with the national credit information platform. For illegal actions in projects during their supervision and approval processes, the platform will determine the level of abnormal credits according to each project’s severity, then record it and send a reminder or warning to the project’s implementer in time. The project implementing units who have a number of abnormal credit records while has not rectify their behaviors according to regulations will be recorded in the “blacklist” and made known to the public.
