Sichuan Provincial Government Affaires Cloud Promoting “Data Assisting People”

  January 20 is the second anniversary of the opening of Sichuan Provincial Government Cloud. The reporter has learned from the provincial government office on the day that various departments' affairs in our province have integrated and moved to the cloud, leading to remarkable achievements. As of the end of 2017, more than 320 information systems of 42 departments had been relocated to the cloud, more than that of most other provincial (districts, cities) government. All non-confidential information system of provincial government departments had all been regularly moved to the provincial government affairs cloud.

  Sichuan Provincial Government Affaires Cloud is an important measure to promote the informatization of the government in our province. On January 20th, 2016, Sichuan Provincial Government Affaires Cloud was officially opened online, providing services for the whole province. At present, the province has pioneered the "1 + N + N + 1" government affairs cloud model consisting of 1 cloud supervisory platform, N cloud service providers, N sector consolidation platforms and 1 cloud backup platform. It has become a mainstream model for domestic government affairs cloud construction.

  In the past two years, the provincial government affairs cloud in our province has promoted the integration and sharing of government affairs information and the government public service capabilities. In promoting the integration of government information systems, 33 private network applications were integrated and moved to the external networks of government administration; 56 independent decentralized information systems in 8 departments were integrated into 13; departments of provincial, city and prefecture level have released near 80,000 catalogs with respectively 90% and 44% of shareable and open ones, ranking the forefront in the national shared exchanging catalogs loaded amount. In promoting cross-sector government information sharing and utilization, our province, concentrated on the service livelihood and social governance, has carried out integrated shared application of pilot projects in tax, health care, tourism, poverty alleviation and other areas, therefore it became one of the 9 pilot provinces with integrated and shareable national government affairs information system. 19 provincial departments have been opened for tax-related information and 20.93 million pieces of tax-related data can be exchanged, which is an effective support for tax check; we have built a Sichuan Health Platform with information sharing of province, city, county, township and village level and connected 7 health platforms including information management system of grassroots medical institutions and settlement of new rural medical expenses outside Sichuan, resident health records, family planning services, and population birth registration, 32 provincial hospital HIS system, more than 400 hospitals above level 2, so as to provide more than 90 million reservation of registering and medical navigation, health management through the major website, mobile APP and WeChat for the masses.

  Sichuan Government Affaires Service Website based on the provincial government affairs cloud has made it possible to handle government affairs of province, city and county online. 1.219 million administrative and public service items were done in just one month, thus the promise of "data assisting people" was fulfilled.
