On September 19th, the Leading Group of China (Sichuan) Pilot Free Trade Zoneheld the second plenary meeting in Chengdu. Recent construction of China (Sichuan) Pilot Free Trade Zone was reported and work for next phase was also arranged in the meeting. Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC and Governor of Sichuan Provincial People's Government, presided over the meeting and delivered a speech.

　　In the meeting,China (Sichuan) Pilot Free Trade Zone Construction Plan, Plans of Yibin Lingang Economic and Technological Development Zone Integrating in Reform of South Sichuan Lingang Area of China(Sichuan)Pilot Free Trade Zone,Second Generalized Experience ListTo BeReported from China (Sichuan) Pilot Free Trade Zone were deliberated.

　　In this meeting, early achievements gained in the pilot free trade zonewere praised. The leading group stressed the instructions ofGeneral Secretary Xi Jinping and the need to adhere to innovation of system, the core task of its construction and progress, so thatthe pilot free trade zonecan become a vanguard in the reform and opening up and innovationin the whole province.

　　Mr. Yin Li stressed that we need to adhere to the problem-oriented system to promote innovation and pilot free trade zone construction. Specific reform measures which can be implemented, inspected and supervised must be formulated aiming at insufficient decentralization,poor regulation of enterprise operation, institutional obstacles of attracting foreign investment andburdensome foreign trade examination and approval procedures.We need to highlight the integration and linkage of institutional innovation, transforming institutional innovation from "single movement" to "system integration", and strengthening the coordination and cooperation of relevant local and departmental departments to form a cohesive force for innovation.We should fully draw on and promote the experience of system innovation of the first two pilot free trade zones, starting on the basis of them, and transform, deepen and upgrade its construction according to the actual situation of our province. At the same time, we should strengthen the summarization and promotion of the system innovation of the free trade zones in our province and strive to explore useful experience for the nationwide open economic development. What’s more, we should also actively gain support from and conscientiously implement the national policies, and promote more innovative measures to be implemented and yield results.
