On August 26th, Sichuan Province Signed FTA Strategic Cooperation Agreement with Guangdong Province in Guangzhou. Hu Chunhua, Member of the Political Bureau of the Central Committee of CPC and Secretary of Guangdong Provincial Party Committee met with Yin Li, Vice Secretary of Sichuan Provincial Party Committee and the delegation. Ma Xingrui, Vice Secretary of Guangdong Provincial Party Committee and Governor of Guangdong Province also attended the ceremony.

　　According to the agreement, both parties will hold the institutional innovation as the core, establish a cooperation mechanism featuring sharing information, innovation, and modes, and cultivate coupling and joint trials in investment, trade, finance, and modern logistics, so as to achieve new progress in reform and innovation and play a better role in demonstration and leading and serving the country.

　　The agreement clarifies 14 detailed rules and regulations in five aspects. First, in terms of cooperation in investment, both parties should explore to establish a cooperation mechanism for industry transfer, a benefit sharing mechanism for investment attraction, as well as a connectivity mechanism for industrial connection, technological collaboration, and information sharing. Second, in terms of promoting trade facilitation, both parties should set up a coordination mechanism for port customs clearance, push forward the reform on the integration of customs clearance procedures, and accelerate the direct export of vegetables from Hong Kong and Macaw. Sichuan Free Trade Area should duplicate and promote the innovation achievements of international trade in Guangdong FTA such as Internet Plus Yitongguan Platform, Intelligent CIQ, and Smart Marine Affairs. Third, in terms of strengthening financial innovation, both parties should promote financial innovation and the cooperation in RMB settlement of the enterprises, establish mechanism for industrial founds cooperation, set up special development funds for industries, found cross-region element trading platform, and develop cross-border financial trade. Fourth, in terms of increasing connectivity of multimodal transport, both parties should enhance the logistics construction and cooperation in supervision and management of multimodal transport in ports and of airplanes, railways, roads, and waterways. Sichuan should draw lessons from the advanced experience of Guangdong in constructing FTA, seek innovation in shipping service system of South Sichuan Port Area of Sichuan Pilot Free Trade Zone, and enhance the logistics efficiency. Fifth, in terms of encouraging people-to-people exchanges, both parties should cultivate cooperation in developing the industries, bringing in new programs, promoting technological research and development, conducting researches on state-of-the-art subjects, and training cadres serving temporary positions and talents.

　　On August 25th and 26th, Governor Yin Li inspected Foshan Municipal Administrative Service Center, met with Dong Mingzhu, Chairman of Gree, Li Chuyuan, Chairman of Guangzhou Phar. Holdings, and Xu Jiayin, President of the Board of Evergrande respectively, and witnessed the People’s Government of Sichuan Province signed strategic cooperation agreement with Evergrande.
