On the afternoon of August 16th, after inspecting and guiding earthquake relief and visiting the people in earthquake-hit region, Mr. Wang Dongming, Secretary of Sichuan Provincial Committee of the CPC and Director of Sichuan Provincial Earthquake Relief and Guidance Headquarters presided over the fifth conference of the headquarters and delivered a speech. Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People's Government and Vice Director of Sichuan Provincial Earthquake Relief and Guidance Headquarters, attended the conference and required to implement the commands of the conference. Mr. Deng Xiaogang, Vice Secretary of Sichuan Provincial Committee of the CPC and Vice Director of Sichuan Provincial Earthquake Relief and Guidance Headquarters also attended the conference.

　　The conference has heard the reports from relevant responsible officials from Aba Prefecture Committee of the CPC, Jiuzhaigou County Committee of the CPC, Jiuzhaigou Scenic Spot Management Bureau, and the Medical Guaranteeing Team, Transportation Guaranteeing Team, Communications and Electricity Guaranteeing Team, Relief Material Team and Propaganda Report Team of Sichuan Provincial Earthquake Relief and Guidance Headquarters. The conference has also conducted research on relevant problems.

　　The conference has pointed out that currently the tasks of earthquake relief and emergency resettlement have been completed and transition work and post-disaster recovery and reconstruction have been deployed. After the 7.0-magnitude earthquake jolted Jiuzhaigou County, Sichuan has strictly implemented the important instruments of President Xi Jinping and the important remarks of Prime Minister Li Keqiang and so on, launched emergency response in the shortest time, conducted carpet rescuing in the shortest time, guaranteed the effective treatment for the injured in the shortest time, conducted massive evacuations and transfer of tourists and migrant workers in the shortest time, ensured the emergency settlement for the people in earthquake-hit region in the shortest time, and repaired the destroyed roads in the shortest time. The earthquake relief work has been effectively developed and achieved significant stage results. These achievements which are not easily gained, benefit to the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, the support from PLA, armed police forces, relevant central ministries, brother provinces (regions and municipalities) and all works of life, the scientific directing systems of provincial level, prefecture level and county level which have swiftly built and effectively operated, and the hard work, mutual assistance and contributions of the cadres and the masses in the earthquake-hit region.

　　In his speech, Mr. Wang Dongming stressed to make good efforts to complete the earthquake relief work and strive to recover common producing and life in the earthquake-hit region. First, he required to treat the injured and bury the dead in the earthquake, guarantee that every wounded people could be treated effectively, and lower the death rate and wounded rate as much as possible, and further strengthen the comfort and emotional counseling for the families of the dead. Second, he required to settle the people influenced by the earthquake, accelerate the scientific household evaluation for the houses and securities, propose classified transitional resettlement schemes, comprehensively implementation the requirements of “five musts and three preventions” and policies including contemporary life assistance, and provide a good assurance to the basic life. Third, he required to do closely and carefully the ideological work of the masses, guide the people in the disaster-hit regions to be grateful and self-reliant, and rebuild their beautiful home by their hands and hard work. Fourth, he required to continue to closely prevent secondary disasters, strictly implement the responsibilities and all deployment requirements of disaster relief and reduction, do well in risk checking, monitoring, alarming, risk avoidance, project handling and so on, and resolutely avoid new personnel casualties. Fifth, he required to keep the roads accessible, guarantee the facility recovery of communications, electricity, water, gas and so on, and provide guarantee for the producing, life, post-disaster restoration and reconstruction for people in the earthquake-hit region. Sixth, he required to strengthen rule by law in social aspects, intensify the resolution of conflicts and disputes, and effective maintain the overall social harmony and stability of the influenced areas. Seventh, he required to continue to implement the propaganda work, prizing the main tunes, spread positive energy, publish extensively and deeply the caring of President Xi Jinping, the CPC Central Government, and the State Council, the superiority of the leadership of the CPC and socialist systems with Chinese characteristics, policies and Measures of all levels of governments supporting earthquake relief and post-disaster reconstruction, the moving cases of all cares especially those from the grassroots about their shared moments of joys and sorrows and overcoming the earthquake, the valuable spirits of cadres and masses on their mutual assistance, self-reliance, and courage to rebuild their homeland, and further gather the powerful forces of earthquake relief and post-earthquake reconstruction.

　　Mr. Wang Dongming stressed that the post-earthquake restoration and reconstruction had been closely related to the long-term development the influenced regions and livelihood of people here as well as stepping into comprehensive well-being society together. Therefore, we should take earlier measures and make scientific planning and initiate the task as soon as possible. The comprehensive consideration for post-disaster restoration and reconstruction would include closely adherence to President Xi Jinping’s important strategic thought of ecological civilization construction, taking good advantages of the successful experience in the earthquake restoration and reconstruction in Lushan Earthquake, and strict adherence to the reconstruction path of “overall guidance of the CPC Central Government, the main body of local governments and wide participation of people in the influenced area” closely in accordance with the reality and the characteristics of the earthquake-hit regions. Sichuan should adhere to the “Four Principles”, namely adherence to respecting nature and giving priority of ecology, adherence to local condition and scientific rebuilding, adherence to people-orientation and improvement of people’s livelihood, adherence to systematic innovation and strengthening guaranteeing. Sichuan should also combine five aspects, including combining restoration and reconstruction with ecological protection, with the upgrading and transformation of tourism, with poverty alleviation and comprehensive building a comprehensive well-being society, with national cultural inheritance, and with improving infrastructure. We should also highlight five aspects, including ecological restoration and protection, land disaster prevention and control, scenic spot restoration and industrial development, infrastructure and public service reconstruction, and rural and urban housing rebuilding. Sichuan should explore new modes of rescuing, repairing, restoration and protection for world natural heritage, promote the rebuilding in a scientific, green, cultural and transparent manner, accelerate the construction of beautiful, prosperous, and harmonious Jiuzhaigou, strive to build the earthquake-hit areas into a model of practicing “Green water and green mountain are gold and silver mountain” and promoting the green development in minority regions, and reveal again the unique charms of Jiuzhaigou World Natural Heritage as soon as possible.

　　Mr. Wang Dongming also pointed out to conduct disaster scope assessment, disaster damage assessment, resource and environment carrying capacity evaluation in the influenced areas as early as possible, especially the special, scientific and rigorous evaluation to Jiuzhaigou World Natural Heritage, including influence degrees, categories, scope, locations, restoration and so on. Sichuan should initiate the formulation of special plannings and implementation schemes concerning the overall planning of restoration, ecological environment restoration and protection, geological risk prevention and control, the restoration of scenic spot, industrial rebuilding, reconstruction of infrastructure, public services, rural and urban houses and so on. Sichuan should further strengthen the organization and guarantee of post-earthquake restoration and reconstruction. Sichuan Province, Aba Prefecture and Jiuzhaigou County should establish corresponding work institutes to guarantee the smooth undergoing of the restoration and reconstruction.

　　Mr. Wang Dongming also stressed that all municipalities and departments should further strengthen responsibilities and leadership, and implement all deployments of earthquake relief and post-disaster restoration and reconstruction without any discount. Sichuan should further give full play the main functions of the CPC and the governments of Aba Prefecture and Jiuzhaigou County, adhere to the principle that provincial overall responsibilities and local government implementation, develop all work from reality and innovation, listen to the voices of people, value the willing of people, and provide important supporting for scientific decision. We should also further give full play of the functions of provincial departments, shoulder their responsibilities, take active movements, and strengthen their guidance and supporting For earthquake relief and post-earthquake restoration and reconstruction. We should give full play of the fighting fortress of local party organizations and the pioneering functions of all party members, serve as the pillar and close friends for the people, unite and lead the people in the earthquake-hit areas to rebuild homeland together. Meanwhile, we should specify the disciplines of earthquake relief and reconstruction, strengthen the whole progress supervision on the management and usage of funds, and guarantee a clean earthquake relief and transparent reconstruction.
