Recently, Sichuan Provincial People’s Government has released Sichuan Implementation Scheme of Deepening The Integrated Development of Manufacturing and The Internet (hereafter referred to as the Implementation Scheme).

　　The Implementation Scheme has specified that by the end of 2018, Sichuan will develop and foster 5 to 10 fist online manufacturing entrepreneurship and innovation platforms with certain large influence in China. The penetration rate of backbone enterprise online entrepreneurship and innovation platforms for key manufacturing industries including smart domestic appliance, equipment manufacturing, food and beverage and so on. Compared with that of 2015, the enterprise industrial cloud users will be doubled and the research and development period for new products will be shortened by 12% and the inventory turnover rate will be improved by 25%. Meanwhile, the energy utilization rate will be improved by 5%. Sichuan will also strive to develop and foster 5 to 10 special e-commercial platforms and productive service platforms. Online manufacturing entrepreneurship and innovation platforms will drive upgrading and transformation of manufacturing.

　　By 2020, Sichuan will cultivate 10 manufacturing online entrepreneurship and innovation platforms for national leading and industrial guidance and over 100 “Internet + Collaborative Manufacturing” demonstration enterprises.

　　2025 will witness the new stage of integrated development of manufacturing and the Internet, fundamentally sound entrepreneurship and innovation system, wide penetration of integrated new mode, fundamental formulation of new mode manufacturing system, and substantial improvement of comprehensive competition of manufacturing strength.

　　The Implementation Scheme also requires to construct the third party entrepreneurship and innovation service platforms for large manufacturing enterprises and medium and small size enterprises based on the Internet in order to provide coordinating entrepreneurship and innovation new modes, encourage manufacturing enterprise to cooperate and develop in multiple modes with Internet enterprises to vigorously cultivate a networked collaboration manufacturing mode, massive customization, service manufacturing and so on and enhance the innovation vigor and transformation driving forces for manufacturing enterprises, enhance the fundamental technologies, solutions, security guaranteeing and so on supporting the integrated development of manufacturing and the Internet, consolidate the foundation of integrated development, and stimulate the new energy of manufacturing industrial development.

　　Besides, all relevant department should explore the systems and mechanisms for integrated development, increase financial support, improve taxation and financial policies, strengthen the element supporting for lands and so on, establish sound evaluation systems and talent cultivation systems, and promote domestic and international cooperation and exchange.
