On July 25th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC and Governor of Sichuan Provincial People's Government, in Chengdu presided over the 10th Plenary Conference of Sichuan Provincial People’s Government to summarize the work in the first half year of 2017, analyze current situation, arrange and deploy the work in the second half year.

　　The conference has fully affirmed the achievements of Sichuan in the first half year. The conference has pointed out that currently Sichuan is still faced with complicated micro economic situation and profound changes in domestic and international development environment. But Sichuan has still been in a strategic period for a promising future. Therefore, all municipalities and departments should have an objective and scientific knowledge concerning current situation, adhere to the strategic concentration on transformation and development, resort to practical measures, and promote the healthy and sound development for society and economy.

　　The conference has emphasized that all departments and municipalities, to behave well in the second half year, should adhere to principles from General Secretary Xi Jinping's major addresses and his new vision, thinking, and strategies for China's governance, earnestly implement the spirit of the 11th Sichuan Provincial Congress of the CPC, remain committed to the underlying principle of making progress while keeping performance stable, highlight on problem and target orientations, and maintain stable growth, promote reform, make structural adjustments, improve living standards, and guarde against risks, and ensure the task fulfillment of the year. Firstly, the government should further enhance economic development, stabilize economic growth, deepen the work of “Project Year”, intensify the industrial stability, actively foster new consumption points, and continuously promote the new type of urbanization. Secondly, the government should further promote supply side structural reform, promote supply-side structural reform in agriculture, focus on five priority tasks, namely cutting overcapacity, reducing excess inventory, deleveraging, lowering costs, and strengthening areas of weakness, accelerate industrial upgrading and transformation, and form comparatively completed industrial chains and concentrated industrial agglomerations. Thridly, the government should further promote the transformation of scientific and research achievements, and promote the reform in key fields and circles. Fourth, the government should further promote precise poverty alleviation, deliver a good performance in relocation of poverty-striken region, education, medical treatment, industrial poverty alleviation, and intensify the support for poverty-striken counties. Fifth, the government should further promote opening, actively integrate into the construction of “Belt and Road” and the Yangtze River Economic Belt, promote the construction of pilot free trade zone by “negative list and responsibility list”, develop accurate investment promotion, accelerate the construction of Tianfu New Area. Sixth, the government should further promote financial stability, enhance the role of finance to support real economy, strengthen financial risk prevention, promote financial reform and innovation, and accelerate the construction of Western Financial Center. Seventh, the government should further promote ecological construction and environmental protection, comprehensively develop greening Sichuan action, focus on the construction of key ecological function regions, strengthen natural ecological protection and recovery, develop green, low carbon and recycling economy, take stronger measures against air pollution, water pollution, and soil pollution, implement and rectify environmental problems. Eighth, the government should further promote the development of living standards and social enterprises, pay particular attention on employment, implement “Sichuan Innovation” plan, deepen comprehensive reform in education, accelerate to promote the construction of Sichuan health action, and give full play of public cultural facilities including museums and so on. Ninth, the government should further promote the prevention against all risks, strengthen prevention and controlling against geological disasters, intensify the supervision of safe producing, food and drugs, deepen the construction of “Sichuan Safety”, and guarantee the overall harmony and stability.

　　The conference has also required to comprehensively improve the construction of governments, deepenign reforms to streamline administration, delegate powers, and improve regulation and services, intensify construction and execution of government systems, accelerate the construction of government information and a clean government, make the learning of the Party Constitution, Party regulations, and General Secretary Xi Jinping's major policy addresses and to meet Party standards normalized and systematic, and continuously improve the working efficiency and service levels of the governments.
