On July 17th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Party Committee and Governor of Sichuan Province, hosted the 151st Executive Meeting of the People’s Government of Sichuan Province, during which, President Xi Jinping’s important directive concerning disaster prevention and mitigation has been learned and energy conservation, emission reduction, medical treatment combination construction, fitness and leisure industrial development have been deployed.
In terms of disaster prevention and mitigation, the meeting has highlighted that all cities and departments should earnestly implement President Xi Jinping’s important directive, guaranteed people’s life and property safety, adhered to question orientation to find out the most outstanding problems and weakness in disaster prevention and mitigation, provided resolutions, measures and responsibilities for all types of hidden geological disasters, and enhanced the Implementation of working plan. The meeting has also stressed to diversify measures for disaster prevention and mitigation, improve input in manpower, materials, and technology, strengthened the sharing concerning information and data, monitoring and alerting for disasters, and improved the construction of 7 prevention and measuring systems of province, municipality, county, town, village, community and spot. The meeting also requires that every organ, circle and person should shoulder responsibilities. Supervision and check should be strengthened.
The meeting has principally passed Sichuan Comprehensive Working Scheme of Energy Conservation and Emission Reduction (2017 - 2020), disintegrated the national requirements of controlling the overall amount of energy consumption and intensity into different municipalities, and departments of industry, building, transformation, public organs and so on. The scheme has also specified to further improve economic policies including fee charging, fiscal incentives, preferential tax policies, enhance mechanisms concerning power using rights, carbon emission right and emission right, promote the modes of contract energy management, the third party pollution management and so on, and explore marketing mechanism for energy conservation and emission reduction.
The meeting has principally passed Implementation Opinions Concerning Promoting The Construction and Development of Medical Treatment Combination, specified that Sichuan will initiate the construction of medical treatment combination of all types and categories in 2017. All public hospitals should participate and take the leading role. Every municipality should build 1 medical treatment combination in the urban area and 2 in the rural area. The meeting has also highlighted to take good use of information and other technical methods to establish and improve the evaluation and check mechanism for these combinations to guarantee the timely and sound completion of this reform task.
The meeting has also principally passed Implementation Opinions Concerning Accelerating The Development of Fitness and Leisure Industry, and proposed 18 development tasks in 5 aspects including improving the development quality of fitness and leisure industry, improving fitness and leisure industrial service systems, fostering the main body of fitness and leisure markets, strengthening the infrastructure construction, and improving consumption environment.
Other issues have also been discussed in the meeting. Before the meeting, Mr. Luo Pingya, Academician of Chinese Academy of Engineering and Professor of Southwest Petroleum University, has also explained relevant knowledge concerning the exploration and development of shale gas in Sichuan.
