Recently, Sichuan Provincial People’s Government has released Sichuan Industrial Development Plan During the 13th Five-Year Plan Period which proposes specifically to construct Sichuan into an important industrial innovation base and advanced manufacturing base in China. Sichuan will build as a leading manufacturing development highland in Western and Central China by 2020 and the total industrial added value will amount to 1.5 trillion yuan.

　　The development plan has proposed to construct modern industrial system, upgrade traditional advantageous industries, adhere to digital, green and smart orientations, increase the technical improvement of automobile manufacturing, oil and gas chemicals, vanadium, titanium, iron, steel, rare earth, energy, electricity, beverage, food and so on, achieve breakthroughs in advanced manufacturing, highlight on equipment manufacturing, accelerate to develop high-end manufacturing, strive to promote key fields including modern information technologies, aerospace, and so on, speed to develop productive services, and focus on the development of industrial design, logistics, supply chain management, information technologies, environmental protection, energy conservation, service outsourcing.

　　In space, the development plan has proposed to shape new industrial development pattern and provide industrial development for three key areas. First, advanced manufacturing leading area will be relied on carriers such as Tianfu New Region, Chengdu National Innovation Pilot, military-civilian integrated innovation development of Mianyang Science and Technology City, Deyang High-end Equipment Industrial Innovation Development Base and so on in order to promote advanced manufacturing in Chengdu, Deyang, Mianyang represented by new generation information technologies. Second, transformation and upgrading area will optimize urban industrial space layout of old industrial cities such as Neijiang, Zigong, Yibin, Panzhihua, Luzhou, Leshan and so on to accelerate the development of high-end manufacturing and provide new driving energy for these cities. Third, cultivation area for emerging industries will support the development of Suining, Meishan, Ziyang, Nanchong, Dazhou, Guangyuan, Bazhong, Guang’an Liangshan and so on, form new increasing pole, vigorously support the industrial revitalization and upgrading of Ya’an Lushan Earthquake Stricken Region, cultivate and foster special advantageous industries.

　　Meanwhile, Sichuan will further deepen industrial development mechanism reform, deepen the reforms to streamline administration, delegate powers, and improve regulation and services, and improve administrative approval. Sichuan will also simplify technical approval procedures and items and reduce pre-approval items. Sichuan will promote the management of negative list, reduce the discretionary powers of the government while giving the market more freedom, support Chengdu, Mianyang and Deyang to pilot innovation reform and promote the achievements of reforms in the whole province.
