China will initiate new version foreign investment negative list for 11 pilot free trade zones on July 10th. The General Office of the State Council has recently released Special Administrative Measures of Pilot Free Trade Zones for Admittance of Foreign Investments (Negative List) (2017 Version). Compared with the previous version, this new version of negative list expands the admittance in fields including aviation, automobile, banking and insurance and so on. Meanwhile, the contents of negative list have been reduced to within 100 items.

　　Negative list management mode refers the prohibition in certain economic fields while economic activities in other industries, fields and sectors not on the list are permitted. Currently, this mode of negative list is adopted by most countries on foreign investments. It has been learned that the negative list for pilot free trade zones, based on National Economic Industrial Classification, is divided into 15 categories, 40 items, and 95 special administrative measures, 10 items and 27 measures fewer than the previous version.

　　”This joint negative list for 11 pilot free trade zones means that Sichuan enjoys similar degree of openness with coastal regions of Shanghai, Tianjin, Guangdong, Tianjin and so on.” Relevant responsible officials from Sichuan Pilot Free Trade Zone Office indicate that the joint advantages in systematic innovation and policies will further release the opening bonus of Sichuan and benefit advantageous industries to attract more foreign investments. Sichuan Pilot Free Trade Zone will embrace higher starting opportunities to use new version negative list because it has only opened for several months.

　　This new version of negative list has expanded opening degree in manufacturing fields in aviation manufacturing, shipping building, automobile manufacturing, rail transit equipment manufacturing, communication equipment manufacturing, pharmaceutical manufacturing and so on. While it has expanded the admittance in service fields including fiance, leasing, commercial services, cultural sectors, sports sectors and entertainment and so on.

　　The responsible official from Foreign Investment Office of Sichuan Provincial Department of Commerce indicates that The same admittance for domestic and foreign investments will attract more foreign enterprises to gather in regions with closer resources and more concentrated industries. The responsible official of Sichuan Provincial Economic and Information Commission expects the execution of this new version of negative list will further attract foreign enterprises to invest in manufacturing such as aviation, new energy vehicles and so on, mining industries such as natural gas, coalbed gas and so on, and service fields such as e-commerce, banking, insurance and so on in order to further improve the cluster of Sichuan’s advantageous industry.

　　”The implementation of negative list policy will influence almost 120 square km apart from the pilot free trade zone.” The responsible official from Sichuan Provincial Department of Commerce indicates that Sichuan Pilot Free Zone will accelerate the commercial system reform and the whole supervision, and launch the supervision and registration new mode for enterprise residences. Enterprises can register in the pilot free trade zone to develop headquarters economy such as financial settlement and trade distribution and so on, conduct producing near the free trade zone in order to form sound and interactive pattern for pyramid industries and manufacturing.
