Approved by the People’s Government of Sichuan Province, the Department of Finance of Sichuan Province, the Department of Science and Technology of Sichuan Province, and the State-Owned Assets Supervision and Administration Commission of Sichuan Province have recently issued the Interim Measures on Forward Commitment Procurement of Innovation Products in Sichuan Province (referred as the Measures hereafter) to implement the deployment of comprehensive innovation and reform trials arranged by Sichuan Provincial Party Committee and the People’s Government of Sichuan Province. Progress has made in the regard.

　　The Measures, centering on the overall target of the comprehensive innovation and reform, aims at bringing the leading role of the government in procurement into full play, decreasing the innovation risks, and stimulating the innovation vigor, so as to forge a mechanism for the procurement model. First, it has made clear the purchasers including governmental bodies, institutions, groups and organizations, state-owned and state–holding enterprises, and institutions investing in, constructing, and managing the local fiscal capitals. Second, it has ensured the capitals for procurement including budget funds, credits with fiscal funds as repayment, capitals of state-owned and state-holding enterprises. Third, it claims that, as for future products, the purchasers make agreements with the suppliers on innovation products that no market has been formed for by proposing procuring demands that can not been met in current market to lower the innovation risks. Fourth, the operation procedure should be standardized by regulating the innovative demands on releasing products, organizing to purchase products, and performing the agreements and checking upon delivery, so as to ensure transparency, equity, and honesty. Fifth, coordination should be strengthened by assigning functions of purchasers and related departments, reducing administrative interference, and removing the burdens on innovation enterprises.
