On May 2, Wu Weiguang, who came to the Service Center of the South Sichuan Lingang Area (Water Front Area) in Sichuan Pilot Free Trade Area for government review, said after taking a number, “it is convenient, and the staffs are so eager to help.” Since the Pilot FTA was opened from April 1 to May 2, there have been 194 enterprises officially registered in the service center.

　　“We have been preparing the single-window-for-all pattern to further improve the efficiency.” said Duan Guiluan, an official of the service center. At the same time, an online service platform and APP of the service center are being researched and developed.

　　The South Sichuan Lingang Area has taken the lead in trying out pilot reforms. The Service Center of the South Sichuan Lingang Area has cleared over 400 items for review of 34 departments to streamline the procedures and shorten the time limit. As a result, the review efficiency has risen by 80%. After the single-window-for-all pattern has been piloted, 18 service windows are able to receive review applications of all types. The service center has also deepened the standardization of administrative review. Duan Guilan said, “We want to make the reviewing process more equal and efficient by implementing the standardized process to deprive the staff of free discretion.” It makes it easier for the citizens to get things done in accordance with the standard whether they are newbie or not. The staff can only implement the refined operation plans without any free discretion.

　　The reform on mechanism and institution has been thought highly of by the registered enterprises. “The innovation on institution and the improvement of the environment are more attractive than mere preferential policies. After all, a place with better governance and services is what an enterprise wants best.” said Li Yongmei, Chairman of Luzhou Lingang Huirui Supply Chain Management Co., Ltd.

　　The area will, based on good governance, perfect the industrial systems with focus on shipping logistics, port trade, education and medical care, equipment manufacturing, and modern medicine, and trigger the industrial structural adjustment in the whole South Sichuan Economic Zone.
