Office of Sichuan Provincial People’s Government has recently issued the Plan on Six Projects to Improve People’s Well-being in Tibetan Areas 2017 and other six plans including the Plan on Poverty Alleviation, Social Security, Education, Medical Sanitation, Cultural Prosperity, New Housing in Tibetan Areas (“1+6” Plan). It is projected to invest approximately 6.669 billion yuan in projects related to people’s livelihoods this year.

　　In 2017, the chief financial source of Tibetan projects comes from the department of finance of central and provincial government. The provincial government is responsible for infrastructure construction projects without support from cities and counties, while the municipal and county government is responsible for allocating the subsidies to every person. The total amount of the subsidies reaches 89 million yuan, accounting for only 1.8% of the total, which presents a slight decrease compared with the previous years, according to the provincial fiscal expenses early this year.

　　Poverty alleviation is the most important issue in all the projects. Following the requirement proposed by Sichuan Provincial Party Committee that poverty alleviation should be put as top priority, Sichuan will implement the five action plans and 22 special plans on poverty alleviation, provide more support to impoverished families in terms of job training, employment for public welfares, vocational education and student assistance, launch cataract surgery programs, eliminate poverty through cultural development, construct new houses for poor families and families living in dilapidated houses, and improve supporting facilities for poverty alleviation.

　　The Department of Finance and other relevant parties should grasp the effective construction time, and reinforce the budget execution and fund allocation. Financial support from the provincial government should be put in place at the end of this year. Sichuan should integrate and utilize the funds to improve people’s well-being, enhance the efficiency of capital utilization, and lead private capitals to flow into projects related to people’s livelihoods, in accordance with the principle of taking use of complementary advantages to forge joint forces.
